Research On The Mechanism Of Highway Maintenance Under The New Theory Of Public Service

Highway, as an essential infrastructure, plays an important role both in the national economy and social development. As a public production, it could be benefit to rapid and stable development of the social economy by constructing and maintenance. Meanwhile, it could be facilitated to people s'traveling as well as promote the social public services.Since reformation and opening, the road work in the conservation and management has been continuous progressed. In June 1995 the Ministry of Transport presented on "Twenty-four-character principle", which means the beginning of market-oriented road maintenance reformation. Since then, the system of road maintenance has been continuous improved. The Ministry of Transport enacted "market access road maintenance project Interim Provisions" and "Highway Maintenance Engineering Construction Bid Bidding Management Interim Provisions", in 2003, which means brought road maintenance management system to market. The State Council enacted "on the implementation of the refined oil price and tax reform notice" in December, 2008, which marked official launched of road tax reform. Road maintenance and transportation management fees as well as road passengers'additional charges were abolished in January 1th 2009, using the fuel tax instead. At the same time, many provinces and cities abolished secondary roads charges according to their own situations. Since then, the reformation of Highway and Maintenance Management System has been gradually deepened. As an ordinary level manager, the author found that the current situation of road maintenance management is not so optimism according to years of working experiences, for example the lack of road maintenance, and lagging in the management system. As a result, establishing a "people-oriented" concept of development, and insisting, "the three services," as well as balancing the relationship of reform, development and stability, building new mechanism in road maintenance, are significant to the steady and healthy development of highway industry in current time.According to this, the paper takes the road maintenance and management system, in Guangxi as example, provided discussions to the management mechanism. In the first chapter, it shows the research background, research purpose and the current situations of road maintenance. The second part contains description and analysis of road maintenance mechanism based on the new public service theory. The paper analyzed current situations of highway maintenance as well as market-oriented operation mechanism in the third part. In the fourth chapter, problems that should be resolved in the highway maintenance mechanisms are showed. Finally, ideas of reformations are proposed based on the perspective of new Public Service and years of work experiences, hoping to provide the reference for the development of Guangxi highway industry, aims to road management agency functions the change. Also the author wants to promote the reformation of road maintenance mechanism by changing the function of road management, as well as establish efficient operating and supervision mechanism of road maintenance. Besides that, the new management systems should be built in the purpose of service priorities of Guangxi Highway Maintenance Management system.
