Study On The Maintenance Management Of Chengde City’s Trunk Highway

During the period of “Twelve-Five Year Plan”, Hebei province gradually strengthen itsefforts to promote trunk highways’ building and maintenance work to get a new level. In thisbackground, Chengde City also tries its best to strengthen the management of theconstruction and maintenance of trunk highways. Currently, Chengde City is in the forefrontof the whole province in trunk highway construction management. However, Chengde City’smaintenance management is out of step and there still exists many problems to be resolved.In order to respond to the call of the province more actively and build better trunkhighways to provide a higher quality of service, Chengde City needs to improve its currenttrunk highway maintenance management situation as soon as possible. In fact, bettermaintenance management is very helpful to the development of trunk highway at the sametime. Given this, the paper does research on Chengde City’s trunk highway maintenancemanagement, in the hope that this research could provide practical and effectiverecommendations to improve Chengde City’s trunk highway maintenance management.This paper adopted the method of investigation to collect data and materials, then usedcomparative analysis method and literature research method to expand the main body of thisresearch. At first, research background and significance and research status etc. wereelaborated. Then Chengde City’s trunk highway maintenance management’s current situationwas described from five aspects. The five aspects were main highway mileage, maintenancemanagement system, main responsibility body, maintenance personnel and equipment andmaintenance funds. On the basis of the description, its existing problems and their causeswere analyzed. In Chengde’s current management mode, its problems mainly lied in fivefields. They were overstaffing, lacking technical staff and maintenance funds, low inmaintenance technology and maintenance mechanization degree and lack ing tunnelmaintenance specification. The fundamental causes were trunk highways’ maintenancemanagement system and maintenance operation mechanism.Finally, combined with the maintenance management experience of some provinces andcities, in the last part of this paper suggestions to perfect Chengde City’s trunk highwaymaintenance management were put forward. Chengde could speed up the pace of trunk highway maintenance system reform, push on its marketization, then introduce advancedmaintenance technology actively, improve maintenance mechanization degree as far aspossible and perfect the relevant legal norms gradually. In this way, Chengde could realizehigh efficient management of trunk highway, raise the level of highway maintenance andpromote the healthy development of trunk highway.
