With the rapid development of urbanization in China,the number and scale of municipal EPC projects are increasing.The risks and uncertainties they will face in the implementation process also gradually increasing.The global outbreak of COVID-19 is posing a great threat to the lives and the health of people all over the world.Due to the closure of the cities and other measures,the epidemic has had a significant impact on the construction period of EPC projects,like the cost of personnel,materials and machinery,contract management,labor supply and other aspects.The current epidemic situation,construction enterprises inevitably faced with time delay,resource conflict,epidemic prevention and the difficult control work,higher construction cost and the difficulty of emergency management and risk management,and so on.How to manage and allocate EPC project resources effectively,scientific and reasonable operating projects become an important task during the project management.Based on this,this paper makes an in-depth study of JN municipal EPC project from three aspects: operation status and existing problems,internal and external environment of the project,and overall project analysis,using general system theory and project review technology.Firstly,the paper analyzes the operation situation of JN municipal EPC project and the main problems existing in the process of project implementation,It points out that the project owner management system is not perfect,the schedule and cost targets of the contract are far from the plan,funding is slow to arrive,the personnel cost is higher,the material approach speed is slowly,material shortages,increased costs,machinery produce slowdown,the information communication is not timely,the project manager lacks modern project management technology,project department members do not have a thorough grasp of their job responsibilities,limited working ability and other problems.Then,based on the general system theory,the mechanism and degree of impact of macro environmental factors and special environmental factors(COVID-19 background)on project operation are analyzed.Next,the paper conducts network analysis on JN municipal EPC project.The project activities of Kangtai Road project which was not completed according to the requirements of the contract were decomposed and sorted,using three time estimation method and program evaluation and review technique to estimate the original project time limit for a project,using the program evaluation and review technique(PERT)and critical path method(CPM)optimize the project.In addition,the Project software was used to prepare the Project schedule,and the Project emergency management plan was finally reserved to ensure the completion of the Project on schedule.Finally,the paper puts forward specific operational management optimization countermeasures and suggestions from four aspects: improving the organizational structure,optimizing the business process of the project,improving the operation mechanism of the project and strengthening the progress control of the project.It is hoped that the research of this paper can provide optimization guidance for the implementation of other sub-projects that are not completed according to the contract requirements in JN municipal EPC projects,and also provide some references for the progress management or operation management research of other municipal EPC projects.
