urbanization period have been carried out at the same time,which has triggered a boom in the construction of new high-speed rail cities.High-speed rail accelerates the rate of resource flow between regional cities,but different urban development conditions lead to different spatial effects of high-speed rail new cities.High-speed rail construction has positive and negative effects on regional peripheral cities,triggering the dilemma of high-speed rail new city construction.Therefore,there is an urgent need to innovate the system and mechanism of multi-party cooperation in the construction of high-speed rail new cities.Through a research summary on the characteristics,influencing factors,and mechanism of the regional spatial effects of the new high-speed rail city,it points out the deficiencies of existing research.The negative effects,policy factors,and multi-subject interaction mechanism of the highspeed rail new city in the peripheral cities are important entry points.Secondly,it summarizes the relevant research on the theory of urban government,and points out that the theory of urban government is based on the external environment and internal mechanism to construct an analysis framework,and considers the relationship between the central and local governments in the external environment under China’s national conditions.On the basis of the above,this study takes the spatial effects of high-speed rail new cities in regional fringe cities as the research object.Based on the theory of urban political system,according to the characteristics of regional fringe cities and high-speed rail new cities,a new type of external development relationship(inter-government relationship,inter-city relationship)and The analysis framework of internal development relations(government,market,and the public)emphasizes the important role of the railway sector and regional core cities in the development and construction of high-speed rail new towns in regional fringe cities,and analyzes the game and cooperative relationship of multiple subjects in the construction of high-speed rail new cities in regional fringe cities.The mechanism behind the regional spatial effect of high-speed rail new cities in regional fringe cities.Through the empirical research on Shaoguan High-speed Rail New City,the main urban space effect and internal space central-district relationship between the city government and the Ministry of Railways and the inter-city relationship between the city government and regional core cities,which respectively affect the site selection and construction of high-speed rail stations and the industrial development of high-speed rail new cities.The city government is actively planning to facilitate the site selection of high-speed rail stations in line with the interests of urban planning,and lays the foundation for the growth of urban land in the direction of high-speed rail new towns.Due to the location advantages of the highspeed rail and the comparative advantages between cities,the industrial alliance between the city government and the regional core cities can build a benefit distribution mechanism.The marginal cities provide land,and the core cities provide capital,enterprise resources and information resources to promote the core cities along the high-speed rail lines.The transfer of industries and the advanced theories of industrial development in core cities have promoted the development of information service industries in the new high-speed rail city.The internal development relationship includes the alliance of the public sector,the alliance of the public and private sectors,and the alliance of the public sector across internal and external sectors.In the alliance of the public sector,the alliance within the city government lays the foundation for the governance of the new high-speed rail city and enhances the administrative status of the new high-speed rail city;the industrial platform of the high-speed rail new city,and promotes the agglomeration of high-tech industries.Due to the limited urban economic level of regional fringe cities,they are dominated by regional core cities in the regional economy.There are three main problems in the construction of the new high-speed rail city: the construction of the new high-speed rail city is mainly promoted by theory of urban government,innovates the research framework of the external development relationship and internal development relationship,and analyzes the main urban space effect,internal space
