At present,the Hong Kong-Zhuhai-Macao Bridge is the first super-large cross-sea transportation infrastructure project jointly established by the governments of Guangdong,Hong Kong and Macao under the background of "one country,two systems".It connects Hong Kong,Zhuhai and Macao,with a total length of 55 kilometers and a total investment scale of over 120 billion RMB.It takes for 15 years for this project to be completed,namely,it was from August 2003,when the State Council approved the preliminary planning and research work,to October 2018,when it was completed and opened to traffic.To build the Hong Kong-Zhuhai-Macao Bridge is an important strategic measure for the central government to support Hong Kong and Macao to maintain long-term prosperity and stability,and for Guangdong-Hong Kong-Macau Greater Bay Area to continue to try first and take the lead in the process of national reform and opening up.It is of great political and economic significance for the country to promote the construction of Guangdong-Hong Kong-Macau Greater Bay Area and the strategy of "the belt and road initiative" going global.The construction of Hong Kong-Zhuhai-Macao Bridge involves one country,two systems,Guangdong,Hong Kong and Macao,three different customs territories and three different legal systems.the payment,change and settlement of more than 100 billion funds,hundreds of participating units and tens of thousands of builders such as the central government,Guangdong,Hong Kong and Macao governments and the design,construction,supervision and consultation of bridge construction,and many complicated procedures and links,management decision-making matters and technical problems.Moreover,this project has the characteristics of strong political sensitivity,high social concern,difficult management and great technical challenges.It can be seen that the communication and coordination involved in the construction of this project is very difficult and complicated.Many scholars at home and abroad have done a lot of analysis and research on communication issues from different perspectives.However,up to now,there has not been a systematic study on communication issues between government organizations involving multi-party communication subjects and cross-border and cross-regional major engineering projects.This paper combs the communication theory,collaborative governance theory and inter-governmental relations theory and paper analyzes and summarizes the operation status and positive results of the tripartite communication mechanism involving communication subjects,communication channels and communication contents in the planning,construction and operation of Hong Kong-Zhuhai-Macao Bridge by adopting research methods of literature research and historical analysis.In the meantime,the author also finds out the main problems in the operation of the tripartite communication between Guangdong,Hong Kong and Macao,namely,there are from three major reasons: frequent changes of communication personnel,insufficient power of communication subjects,and differences in political and legal systems.Subsequently,in view of the existing problems,this paper puts forward the corresponding countermeasures to solve the problems of the tripartite communication mechanism of the bridge from three aspects: first,to stabilize the backbone team and improve the construction of the main echelon of communication;Second,to increase appropriate authorization and optimize the efficient operation of the communication mechanism;Third,to promote special legislation and strengthen the efficiency transformation of communication achievements.In addition,the following three policy suggestions on Guangdong-Hong Kong-Macau Greater Bay Area construction are put forward in this paper.First,it is necessary to clarify the mission objectives and gather more consensus among the three parties;Second,to innovate the governance system and improve the efficiency of communication and decision-making;Third,it shall respect each other’s differences and give full play to their respective advantages.Finally,the author hopes that this paper can provide some reference for more cross-border cooperation projects between Guangdong,Hong Kong and Macao and cross-border communication and cooperation in Guangdong-Hong Kong-Macau Greater Bay Area by the preliminary study on the subject.At the same time,it also hopes to promote how to further optimize the top-level design of Guangdong-Hong Kong-Macau Greater Bay Area,innovate institutional mechanisms and arrangements,and promote the construction of Guangdong-Hong Kong-Macau Greater Bay Area. |
