For China, Maritime search and rescue emergency is to fulfill its international legal obligations. It is also a significant part which is the National public emergency management. Nowadays, there is a provincial maritime search and rescue center in the Guangxi Zhuang autonomous region. In attention, there are3municipal maritime search and rescue centers in the Fangchenggang, Qinzhou and Beihai, which are Coastal cities. Thus, the maritime search and rescue organization system construction has been set up in3statuses, which are the national status, provincial status and municipal status. The maritime search and rescue pattern has been formed and the power of professional rescue, maritime law enforcement and other related departments will participate together. The infrastructure of search and rescue and the working system are perfecting. However, the search and rescue emergency management is not still too perfect. There still exist some problems, such as unscientific divisions of search and rescue district, the low participation of social forces, the lack of the capacity of rescue coordination and the funds of the search and the rescue, and the weakness of professional rescue power. Therefore, the level of search and rescue emergency management cannot be satisfied with the high speed development of Guangxi economy in ocean shipping.Nowadays, many developed countries have built a maritime search and rescue managemental system, which is advanced in the world. And because of the widespread of new managemental theory around the world, many scholars begin to reconsider the government functions. And it is worth learning from the theory which is to apply to contingency management and maritime search and rescue management.Based on searching and reading a lot of documents and materials, then analyzing the actuality of maritime search and rescue emergency management, the passage has been used some methods which are Sampling survey, On-the-spot investigation, Analysis and comparison and the induction and the theory combining with practice field research. The basic theory of new public service, public finance and administrative law is used in the passage. Certainly, the advanced experience, which comes from some developed countries, such as UK, US and Japan, and other provinces in China, is used for reference. The passage states that there are some serious errors in the maritime search and rescue emergency mechanism and working idea of local government in Guangxi, now.
