Research On Government Supervision Of Dangerous Goods Road Transportation Enterprises In Y City Based On The Theory Of Fine Management

At the Symposium on national safety work,General Secretary Xi Jinping pointed out that it is necessary to strengthen the management of safe production in key areas such as transportation and dangerous chemicals.Only in this way can we curb the occurrence of major accidents.Dangerous goods road transportation enterprises are an indispensable part of the main body of China’s economy.They have made a lot of contributions to the national economic development,but there are also potential safety hazards that can not be ignored,which may seriously threaten the social security and the development of the dangerous transportation market.The transportation of dangerous goods has the characteristics of strong professionalism,high risk and serious consequences caused by sudden accidents.The government supervision of dangerous goods road transportation enterprises is a complex systematic project.In reality,it does have many problems and has been challenged unprecedentedly.Therefore,the government needs to pay attention to how to control risks effectively while not intervening in the market.To reduce the possible negative impact and harm,the government should work out an effective supervision mode on the transportation of dangerous goods based on the actual situation.It is also the purpose of this thesis.The theory of delicacy management is highly consistent with the research on government supervision of dangerous goods road transportation enterprises.Professionalism,standardization,rationality and meticulous are all the advantages of the theory of the delicacy management.It can help us solve the problems in the supervision of dangerous goods road transportation enterprises.In addition,it can fully match the regulatory form of the complexity and danger of government supervision of dangerous goods road transportation enterprises.This is a positive result of the introduction of the delicacy management mode into government supervision.The thesis studies on the current situation of the transportation of dangerous goods in Y,and analyses the problems in the supervision on the transportation enterprises through interviews,materials analysis,comparative analysis,cases analysis and others.Finally,based on some advanced practices domestic and overseas,combined with the actual situation of Y City,this paper explores the path of fine supervision of dangerous goods road transportation enterprises from the aspects of its supervision target,method,effect and so on.This thesis puts forward four suggestions:1.The government should set fine goals to ensure accurate and clear regulatory direction.2.The subject and object of supervision should be refined to promote effective collaborative governance.3.The ways and methods of supervision should be refined,which can help to improve the quality and efficiency of supervision.4.The government also needs to make enterprises and people satisfied with the fine quality and effect of supervision.
