Research On Evaluation Of Maturity Model Of Safety Supervision Ability Of Civil Aviation Oversight Administration

In order to have a better understanding of Civil Aviation Oversight Administration’s(CAOA’s)safety supervision capacity,so we can take targeted and effective measures to improve its safety supervision capacity.CAOA’s safety supervision evaluation index system is established by reviewing researches on government capabilities and safety oversight capabilities and their related capabilities,and combining with the organization’s internal organization and responsibilities,Which including four first-level indicators,namely organizational resource capabilities,performance capabilities,process management capabilities,and safety supervision performance levels,13 secondary indicators and 31 tertiary indicators.Through a comparative analysis of multiple capability maturity models,the assessment model for the safety supervision capability maturity of the CAOA is constructed,which consists of evaluation elements,evaluation methods,and improvement order.The weights of each evaluation element are determined by using the analytic hierarchy process.Gray comprehensive evaluation method is used to evaluate the maturity level of safety supervision and the priority of improvement is determined according to the evaluation results.Finally,we take one CAOA as an example,and determine the supervisory authority’s maturity level of safety supervision capability to be managed level,and use the priority improvement matrix to analyze the order of priority improvement of safety supervision capabilities of the CAOA.We provide suggestions for improvement to the CAOA.The validation of the model is valid and practical.
