Application Research Of Emergency Management Theory In Planning And Site Selection Of New Countryside

China is a country with frequent natural disasters,the climate is changeable and geological disasters occur frequently,which has a great impact on people’s production and life.The outbreak of SARS in 2003 prompted the government to comprehensively strengthen and promote emergency management.The theory of emergency management is applied to rural planning and site selection to better guide the work.It is very necessary to carry out the research on this aspect.Since the promulgation of the Regulations on the Planning and Construction of Villages and Market Towns in 1993,the planning of villages and market towns has been carried out all over the country.However,the development of rural economy is weak,while promoting the development of rural areas,it has neglected the prevention and control of rural disasters.Natural disasters,environmental pollution,and other problems have become the bottleneck of rural development.Based on disaster prevention and mitigation capacity in rural planning and site selection as the research object,with emergency management related theory as the instruction,through building the appraisal model of rural security planning and site selection,the planning location to the surrounding natural disasters,public health,social events,accidents disasters,environmental pollution hazard factors such as the research and analysis,select the location of the minimum risk,Based on the existing national standards for village planning,it is an effective supplement to the village planning and site selection standards from the perspective of emergency management.It provides a brand new decision-making method for the village planning and site selection work,and has both academic and practical research significance.Finally,combined with the case of a village site selection planning in Guye District,this paper analyzes the effectiveness of the safety evaluation model of rural planning site selection,and puts forward measures to prevent various risk factors.Figure 12;Table 29;Reference 45...
