Research On Public Participation In Community Renewal

As a typical megacities,Beijing has many social problems,such as early construction period,aging public facilities and complicated rights and interests distribution.At present,a large number of old residential area renovation and historic district protection projects have been carried out,but the satisfaction and effectiveness of the results are difficult to guarantee.Therefore,how to safeguard the residents’ rights and interests in the rapid construction process and establish a sustainable system of organic renewal is particularly important through participatory renewal.Based on residents’ life,"public participation" is of great value to promote the long-term transformation of urban functions and the sustainable improvement of urban development by exploring practical needs at the grassroots level and optimizing urban quality from the perspective of details.Based on the perspectives of sociology and anthropology,this paper analyzes the influencing factors,operational means and application stages of public participation,so as to explore appropriate participatory renewal strategies.At the same time,taking Shijingshan Bajiao Nanli community as an example,the practical application of the theoretical framework is deduced to carry on the corresponding expansion and verification.The paper is divided into three main parts:(1)Put forward the question and interpret the background,and summarized the development background of stock and the promulgation and implementation of relevant policies on community renewal.At the same time,through the analysis of CNKI and WOS databases,it is pointed out that the attention on community renewal is increasing at home and abroad,and the research trend is inclined from experience sharing to method and strategy summary.Then it analyzes relevant cases at home and abroad,and discusses the value and significance of relevant experience to the practice of participatory reform in the current community renewal through the contents of community environment,project content and policy background.(2)Strategy interpretation,summarizes the common means of public participation and its application stage in the renewal cases,preliminarily combs the common means of public participation and its adaptation stage in the community renewal,summarizes the influencing factors of the practice process and its corresponding community type,project type,etc.,and puts forward the economic framework of public participation in the community renewal project with high cost performance.In order to control the cost input of project labor and materials,the degree of participation is used to determine;the effect of participating in the implementation is controlled by means of participating in the selection of operation methods,and then the effectiveness is effectively judged to improve the economy of public participation in the implementation of the community renewal project.(3)Case study.Through the comprehensive renovation project of bajiao nanli old residential area,the economic public participation framework corresponds to practical operation.Based on the interpretation of the project background and the corresponding basic environment,project requirements and community relations in the early stage,the corresponding public participation degree was preliminarily determined,and then combined with the feasibility of the theoretical method of practical operation analysis,the practical difficulties were summarized and sorted out,and the innovative and sustainable development ideas that paid attention to the process training and experience accumulation were proposed.Finally,the conclusion summarizes and reflects on the previous theoretical system and relevant cases,then responds to the economic participation framework,and puts forward Suggestions and prospects for the application theory of public participation in community renewal from the perspectives of public awareness,community building and practice operation.
