Discussion Of "Consensus-type" Method In Landscape Design And Planning

With the rapid development of urban construction in China andresidents’increasing demand of improving living environment the trend and directionof landscape planning are changing quickly. However, landscape planning led by thegovernment’s decision-makers and designers appear to be all the same so there is nodifference between city and city, which is a warning to us that residents’ requirementsand wishes should be taken into consideration during the planning. As a result, moreand more landscape planning with public participation situations are emerging.This paper presents a consensus-type landscape planning concept based on thesummary of foreign landscape planning experience. Through the study on necessity offormation of this concept and detailed implementation methods, researches are carriedout to verify the concept.Firstly,the purposes and significance of conducting research on consensus-typelandscape planning are discussed. Also problems to be solved like how the residentsconvey their opinions about landscape as well as their requirements, how theresidents’ interests can be met and what rules and procedures are needed for residents’participation are raised.Secondly, after carefully studying the supporting theories of Consensus-typelandscape planning and conducting research on relevant theories and backgroundpresented at home and abroad, the author discovers there is a certain gap betweenChina and developed countries.Thirdly, interviews with staff from Department of Landscape Planning arecarried out to find out the status quo of residents’ participation. As a result, they revealseveral problems such as the legal system is not robust, public show little interest inparticipating, the exchange of information is impeded and public participation onlyexists in certain stages, which shows the necessity of forming Consensus-type landscape planning method.For the forth point, the author discusses the Consensus-type landscape planningbeing carried out in China on the basis of public participation in foreign legal systemand research from related organizations. Then the author draws the conclusion thatConsensus-type landscape planning method has many benefits to China’s landscapeplanning and expresses the benefits in several aspects.At last, the author performs field research in northern Ji’nan, the Wetlandecotourism development zone, according to Consensus-type landscape planningmethod. This research mainly focuses on preliminary work in the planning methodand it will definitely contribute to the future study of the concept.Consensus-type landscape planning can solve the problems of publicparticipation to some extent. This method has certain benefits like improvingresidents’awareness of landscape, building up the relationship of trust between publicand government, conducive to prompting implementation of policies, help explore thecharm of local landscape, contribute to the development of local tourism industry aswell as protection of natural and cultural heritage. As a result, the research carried outon Consensus-type landscape planning method is of great significance.
