Study On The Impact Of High-speed Railway On Economic Development Of Heilongjiang Province

With the arrival of the high speed railway construction tide,the construction and development of high speed railway has become an important link to improve China’s transportation capacity.Country also fully aware of the high speed railway construction opened for the significance of the regional economic development,pouring into the area of high speed railway line in the planning and construction,the construction of high-speed railway can largely improve area clear,reduce transportation cost,achieve in high speed railway along the free flow of resource elements,Finally realize the sustainable and coordinated development of regional economy.Contrast other domestic areas,however,the high-speed economic development relative lag of heilongjiang province,the first high-speed railway line until 2012 in heilongjiang province--the big high-speed rail construction,regional economic development in the true sense only enjoyed the dividends of provincial high-speed rail lines,for the importance of the construction of the rail line continuously strengthen,therefore,Subsequent years successively opened in the province,high iron,good haaqi’s high-speed rail,high-speed rail,currently the negundo better than iron rail line is also in the planning and construction,through the study of high-speed railway construction to open in the two aspects of heilongjiang province economic growth and industrial structure adjustment,in order to explore for high-speed railway as the effects of regional economic development.Through the review of relevant domestic and foreign literature,it is found that scholars rarely touch on the impact of high-speed railway on the economic development of Heilongjiang Province,so this is the focus of the study and a research framework is constructed.The effects of high-speed railway on the economic growth and industrial structure adjustment of Heilongjiang Province are discussed theoretically and realistically.High-speed railway for regional economic growth,based on regional economic growth related theories,the high-speed railway’s effect on regional economic growth path for the general,can think of high speed railway by changing the regional accessibility,promotes the circulation of production elements,the improvement of regional transportation system three sides facing the influence of regional economy.Then through the analysis of the official data from 2006 to 2019,it is pointed out that the opening of high-speed railway has a positive impact on the growth of regional GDP,the improvement of regional income level and the optimization of urban space.In addition,high-speed railway also has negative effect on regional economic growth because of siphon phenomenon and impact on other transportation modes in the province.On the adjustment of regional industrial structure by high-speed railway,the evolution theory of industrial structure is used to analyze that high-speed railway will reduce transportation cost,promote the flow of production factors,and realize the transmission mechanism of industrial structure adjustment in the process of promoting industrial agglomeration and diffusion.On this basis,the industrial structure of Heilongjiang Province under the effect of high-speed railway is analyzed,and it is concluded that high-speed railway has a certain stimulating effect on the development of the primary industry,but the effect still needs to be strengthened.However,it has a negative effect on the development of the secondary industry in Heilongjiang Province.The reason is that the high-speed railway construction in Heilongjiang Province lacks reasonable planning and does not form a reasonable spatial layout with industrial parks and secondary industry agglomeration.High-speed railway plays an obvious role in promoting the tertiary industry in the province,especially in the wholesale and retail industry.Finally,on the basis of theoretical analysis,it puts forward targeted countermeasures and suggestions for Heilongjiang Province’s economic growth and industrial structure adjustment,and puts forward that it should fully rely on the advantages of high-speed railway and adopt characteristic development path according to local conditions to achieve coordinated and sustainable development of regional economy.
