Research On The Influence Of High-speed Railway On County Economic Development

Since the first high-speed railway(HSR)was built in 2005,China’s HSR has developed rapidly.The "eight vertical and eight horizontal" HSR network to be built will cover most of the central cities in China.China’s HSR network promotes the flow of labor,capital,technology and other economic factors within and between the eastern,central and western regions,and greatly improves the regional economic development and industrial agglomeration.To a certain extent,the agglomeration of economic factors in the central city will overflow to the surrounding areas along the HSR through the diffusion effect,and then bring to the cities along the line for development.However,the HSR has uncertainty for the development of county economy.With the development of HSR network,more and more counties are included in the layout of HSR station construction.Driven by the HSR economy,are these counties accepting the diffusion effect of central cities,seizing the opportunity of development and promoting their own economic growth,or are they forced to damage their own economy by absorbing capital,labor and other production factors,thus aggravating the imbalance of regional development Phenomenon?Based on the county panel data of Hubei Province from 2001 to 2017,this paper first uses the composite control method to analyze whether the opening of Wuhan-Guangzhou HSR,Hefei-Wuhan section of Shanghai-Wuhan-Chengdu and Wuhan-Yichang section of Shanghai-Wuhan-Chengdu has promoted the economic growth of counties along the line,as well as the added value of various industries and the upgrading of industrial structure,and analyzes the differences in the economic impact of counties with different economic bases and geographical conditions.It is found that the opening of HSR has a differential impact on the economic development of counties or county-level cities with different economic bases.HSR inhibits the economic growth of Hongan County,which has a poor economic foundation,and promotes the economic development of Chibi City,Macheng City and Zhijiang City.This paper analyzes the spillover effect of HSR on county economic growth by spatial Dobbin model,and concludes that there is significant spatial autocorrelation in the economic growth,industrial structure,fixed assets investment,financial expenditure and urban and rural residents’ savings.HSR has a significant role in promoting local economic growth,but it will lead to "spillover effect" in the economic growth of neighboring counties,and restrain the economic growth in neighboring areas;the optimization of industrial structure,financial expenditure and the increase of fixed assets investment will also significantly promote the local economic growth,and there is also "spillover effect" to promote the overall inter county economic growth The economic growth of the local economy will also produce the spatial spillover effect,which will promote the economic growth of the neighboring areas.This paper puts forward relevant policy suggestions.At the national level,the government should plan the HSR reasonably,focus on the investment and construction of the Western HSR,and integrate the Western HSR with the inland HSR network.At the regional level,county-level regions should pay attention to long-term economic development,not limited to short-term economic development;according to their own historical and cultural characteristics,they should give full play to the advantages of HSR,promote the development of cultural tourism and other characteristic industries;they should formulate talent plans,retain local high-end talents with generous welfare policies,and attract talents working in big cities to return home for development At the same time,we should implement policies according to local conditions,instead of blindly investing in high-speed rail construction,but reducing investment in other economic fields,resulting in uneven distribution of resources and further weakening the regional economic foundation;finally,due to the existence of obvious economic growth space Autocorrelation,only when the overall economic development of the region is improved to a certain level,can we better enjoy the dividend of HSR and promote economic development with HSR.
