Research On The Rural Revitalization Planning Strategy Of Urumqi High-tech Zone

Rural development can influence the degree of modern development of a country,and to a certain extent also affects the economic and social development,at present China’s rural development is still at a relatively slow pace,the development process is relatively backward,the improvement of the level of rural development will become a major breakthrough point in China’s modern development.As economic development enters a new normal,the central government held a rural work conference in 2017 to analyze the current progress and future development direction and tasks of the "three rural" work,and put forward some policies that can promote the implementation of rural revitalization.The No.1document of the central government in 2018 clearly states that in China is in a new development The document aims to promote the implementation of the rural revitalization strategy at this stage,what significance it has,what requirements should be put forward for rural revitalization work,and what strategic guidelines should be formulated.Xinjiang is one of the core areas of China’s "One Belt,One Road" initiative,with unique regional advantages,and is an important window and hub for rebuilding the Silk Road Economic Belt.The Urumqi Hi-tech Zone(New Downtown)has been one of the most successful economic zones in the region,and its future development is aimed at becoming an international new city where production,life and ecology are integrated in the core area.The "one town and two villages" under the jurisdiction of Urumqi Hi-Tech Zone(New Urban Area),in the context of the changes in the way the country is developing the countryside and the city,to promote rural revitalization work is to implement the mission of the country,the autonomous region and Urumqi City on the general requirements of the work of the High-tech Zone(New Urban Area).Based on the relevant research results of domestic and foreign scholars,this paper analyzes the foreign rural revitalization planning cases based on the interpretation of the content and significance of Rural Revitalization.At the same time,Taking Urumqi high-tech zone as the main carrier of studying the strategic planning of rural revitalization,the present situation of villages and towns in Urumqi high-tech zone is sorted out in detail and field survey is carried out.The current situation of villages and towns in Urumqi high-tech zone is studied,and its location pattern,natural conditions,population composition and other general situations are analyzed,and the relevant planning of villages and towns in high-tech zone is sorted out,Analysis of the advantages and disadvantages of the content and depth of research.Through various forms of detailed understanding of the main problems existing in various aspects of High-tech Zone villages and towns,comprehensive understanding of the problems in space,economic industry,environment and ecology,culture and other aspects of High-tech Zone villages and towns,combing the demands and suggestions of village leaders and villagers for rural development.On the basis of the above research,this paper studies the rural strategic planning strategy of Urumqi high tech Zone from six aspects: rural space development,industrial development,environmental improvement and ecological protection,cultural revitalization,rural governance and rural development mechanism guarantee.
