Study On Rural Planning In Western Hunan Under The Background Of Rural Revitalization Strategy

In his report to the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping proposed the rural revitalization strategy and pointed out that "agriculture,rural areas and farmers" are the top priority in the work of national economy and people’s livelihood.Rural revitalization has been elevated to the level of national strategy..In December 2018,Hunan Province put forward the guideline of promoting rural revitalization step by step.In February 2021,the National Bureau of Rural Revitalization was formally established,marking the arrival of a new era of comprehensively promoting rural revitalization.Western Hunan,as a typical poor mountainous area,has achieved a comprehensive victory in poverty alleviation.Under the guidance of policies and the promotion of rural construction actions in Hunan Province,this paper evaluates the development status of rural construction,analyzes the influencing factors of rural construction and development,and puts forward targeted rural planning strategies based on the actual situation.It is expected to solve the problem of the current situation of rural areas,guide the success of poverty alleviation and rural revitalization to effectively link up,and realize the comprehensive revitalization of rural areas in western Hunan.Based on the rural revitalization strategy policy,concept connotation,theoretical basis,domestic and foreign rural planning research as the background,with domestic and foreign rural planning practice as a reference,in-depth analysis of the current situation of rural construction in western Hunan.Firstly,the evaluation index system of rural construction in western Hunan was constructed by using factor analysis method and entropy method,and the linear weighted summation method was confirmed as the evaluation model.Secondly,the canonical correlation analysis and path analysis are used to make qualitative and quantitative analysis of the current situation of rural construction development,and the comprehensive evaluation of the current situation of rural construction development is made to analyze the comprehensive influencing factors of the current situation of rural construction development.Finally,according to the current situation evaluation results and comprehensive influencing factors,the planning ideas and contents are determined,and the rural planning strategies of western Hunan are put forward under the background of rural revitalization.Through a comprehensive analysis of the current situation of rural construction in western Hunan,it is concluded that most of the rural construction in western Hunan is in the stage of effective connection between poverty alleviation and rural revitalization and rural agricultural development.Secondly,economic income of rural residents,urbanization rate and infrastructure construction are important factors to promote rural construction and development.Based on the current situation of rural construction and development in accordance with local conditions,this paper proposes rural planning strategies in western Hunan,in the hope of solving the current problems of rural construction and development,effectively connecting poverty alleviation and rural revitalization,and finding a rural construction strategy in line with the overall characteristics of rural areas in western Hunan.This paper puts forward rural planning strategies from five aspects of industrial development,ecological planning,cultural inheritance,rural governance and social security,so as to do a good job in the reasonable positioning of industries,shape the pattern of rural ecological landscape,guide the inheritance of rural customs and civilization,promote multiple co-governance,and improve the social security system and infrastructure construction.
