| Since 2019,the army has implemented Agent Construction System for all kinds of construction projects,and vigorously promotes the EPC(Engineering Procurement Construction)model.In the practice of Agent Construction System and EPC,this model has given full play to the advantages of releasing the energy of grass-roots units,reducing the workload of agent construction management,reducing the risk of clean government of the army,starting project construction quickly,and intensive management of professionals.However,in the aspect of agent construction management,due to the lack of policies and regulations,the internal responsibility boundaries of user units and agent construction units are fuzzy,and the initial implementation of agent construction in the army causes the army to not adapt,which causes great risks to the investment,progress and military facilities construction benefits of agent construction management in the army.In the aspect of EPC management,the operation mechanism of EPC mode in the field of housing construction and municipal infrastructure construction is not perfect mature.The owner’s lack of EPC project management experience,the interlaced management interfaces of users,construction agents and general contractors,and the influence of the traditional PC mode inertia thinking of all parties involved in the construction,have caused different degrees of risks to the investment,progress,quality,safety and other objectives of the military construction agent EPC project,and even caused adverse situations in the implementation of military tasks.Against this background,this study carried out risk management research on projects with EPC model in army from the perspective of military administrative agency of engineering construction.According to the characteristics of the model,the risk list of the EPC project is identified and analyzed by using the brainstorming method in combination with the task purpose,operation mode,stakeholders and industry characteristics.AHP(Analytic Hierarchy Process)is used to build the risk evaluation system,including three levels and 50 specific risk factors.The effectiveness of the evaluation model is verified by an example.Taking the EPC project of a military clinic building as an example,we invite the construction agency management leader(account for 40%),the construction agency managers(account for 40%)and the person in charge of the construction agency department(account for 20%)to evaluate the severity of the risk caused by various factors in the evaluation system according to their own experience.Based on the weighted average results of 18 respondents,the judgment matrix is constructed,the weight of each level is calculated,and the consistency test is carried out.Using ABC classification method,the conclusion is drawn that the implementation stage,bidding stage and contract signing stage of the project are the three stages that cause the greatest risk of the project.Among them,there are 27 type A risks in various stages,such as unclear employer’s requirements,vague contract agreement on project scope,quality and delivery standards,general contractor’s subcontracting and illegal subcontracting,which are basically consistent with the actual situation of the project,and the evaluation model is basically reliable.In view of the fact that the military agent construction force is insufficient,this paper puts forward some useful suggestions to improve the strategy of focusing on the management of important risks.This paper tries to study the risk management of EPC project from the perspective of Military Engineering Agency.Our research has found out a set of feasible risk management strategies and methods for the Agent Construction System of military,improving the level,ability and target success rate of the military construction agency risk management,in the meantime,Furthermore,we provide a useful supplement for the risk management of government construction agency and its proprietors in the construction of non-profit government projects. |
