The Multi-Functional Evaluation And Optimization Of Rural In Cold Areas Under The Perspective Of "Sansheng Spaces"

The concept of "sansheng spaces" and the corresponding development goals are put forward in the report of the 18 th National Congress,which opens the prelude to the reform of land and space planning.The concept of "sansheng spaces" has accelerated the process of multi-regulation and integration,and put forward new requirements for urban and rural planning related areas to attach importance to ecological civilization,to bottom line control and to conservation intensive development.As a vast area covering almost 30%of China’s land area,the cold region has many unique features in its rural development due to its special climate,topography,policy culture and other reasons.However,the current research on rural problems in cold areas,especially in rural multi-functional areas,is slightly weak.Therefore,from the new perspective of "sansheng spaces",the study of rural multi-functionality in cold areas is not only conducive to the effective docking of rural planning and land space,but also rich in rural multi-functional research results in cold areas.Therefore,this paper takes the countryside in the cold area as the research object,and the 63 county-level units in Heilongjiang Province as the empirical case,conducts the multi-functional evaluation of the countryside and puts forward the optimization strategy.The full text is carried out according to the idea of "summarizing the traditional rural multi-functional evaluation and optimization theory method-introducing the new requirement of " sansheng spaces "-analyzing the characteristics of the multi-functional status quo in rural areas in cold areas-conducting multi-functional evaluation of rural areas in cold areas-proposing optimization strategies".According to the previous research results,combined with the new requirements under the perspective of "sansheng spaces" and the characteristics of the multi-functional status quo in rural areas in cold areas,a set of multi-functional evaluation index system in rural areas in cold areas is first constructed.That is,the multi-functional rural areas are divided into agricultural production function,industrial and commercial production function,ecological conservation function,residential home function four functions,and then selected per capita grain output,per capita meat production,per capita output value of the first industry and other 14 specific indicators.After that,the multi-indicator comprehensive evaluation method is used to calculate the functional index and multifunctional composite index,and then multi-functional evaluation is carried out by quantitative methods such as natural break point method,spatial self-correlation analysis and hot spot analysis,coupling coordination model,etc.Taking Heilongjiang Province as an example,the results show that: the overall development level of ecological conservation function in Heilongjiang province is the highest,the agricultural production function is slightly lower,the overall development level of industrial and commercial production function is the lowest;Finally,according to the evaluation results,the optimization strategy is put forward from three perspectives.Specifically: based on the development level and spatial differentiation characteristics of the evaluation results,the zoning optimization strategy,based on the difference and coupling coordination evaluation results,the coordination optimization strategy,based on the multi-functional relevance evaluation results,the classification optimization strategy.
