Research On The Protection And Utilization Of Beijing Road Historic District Based On The Evaluation Of Planning Implementation

Since the establishment of the historical and cultural city system in 1982,China has been in development for nearly forty years,and has now established a multi-level protection system for cultural relics protection units and historical buildings-historical and cultural blockshistorical and cultural cities.In 2018,the state promulgated the "Protection Planning Standards for Famous Historical and Cultural Cities",requiring the establishment of evaluation methods for historical and cultural cities and strengthening the supervision and assessment of the implementation of protection planning.Due to the late start of the evaluation work,the evaluation system still needs to be continuously improved.In this context,the implementation of evaluation research on the conservation planning of mesolevel historic blocks with obvious boundaries is of great practical and academic significance for the monitoring and system improvement of the multi-level protection system.The Beijing Road Historical and Cultural District has undergone a thousand years of development.From 2000 to the implementation of the "Beijing Road Historical and Cultural District Protection Plan" from 2000 to the implementation of the "Beijing Road Historical and Cultural District Protection Plan" in 2000,its protection and development process is extremely Representative and research-oriented.After the implementation of the protection plan for the Beijing Road Historical and Cultural District,the results have been remarkable,but people from all walks of life have mixed praise and criticism for its protection and utilization.Therefore,it is urgent to conduct a comprehensive review of the existing protection implementation work,summarize the problems and reasons in a timely manner,and put forward specific recommendations for the next protection and utilization in order to achieve sustainable development.The research follows the general idea of "proposing problems-theoretical analysisempirical analysis-solving problems".First,on the basis of combing and summarizing the related theories and practices of planning implementation and evaluation,historical and cultural block protection planning,and historical and cultural block protection and planning system,supplemented by the historical evolution and protection of Beijing Road historical and cultural block The development is summarized and combed,and the theoretical basis for the evaluation of the planning and implementation of the Beijing Road Historical and Cultural District is established.Secondly,based on domestic and foreign heritage protection documents,legal requirements,and different value orientations of the public,determine the evaluation elements and evaluation standards,establish an evaluation system covering the entire process of planning technical documents,implementation process,and implementation results,and form an analysis framework for empirical research.Subsequently,taking the historical and cultural district of Beijing Road as the research object,from the internal and external validity of the planning technical documents,the authenticity,integrity and sustainability of the planning implementation effect,the feedback from multiple subjects,and the planning implementation motivations Carry out a comprehensive assessment to further discuss the existing problems and next steps in the protection and utilization of the block.Research shows that there are six major problems in the protection and utilization of the current Beijing Road historical and cultural block: the scientific nature of planning technical documents and continuous guidance and control capabilities need to be improved,the authenticity of the "event" cultural heritage protection and utilization is difficult,and the pursuit of the "image project" The visual integrity of the block,the diversified collage form after the influx of modern trend formats,the cultural inheritance method under the tourism thinking,and the block renewal model need to be improved.In response to the above problems,it is recommended to improve from the five aspects of protection and utilization of values,technical documents,policy systems,public participation and update strategies.
