Research On Influencing Factors And Incentive Mechanism Of Green Highway Construction

Actively promote the transformation and upgrading of highway construction to the direction of green highway with the main characteristics of resource saving,ecological environmental protection,energy saving and high efficiency,and service improvement,and realize the green development of highway construction is the implementation of the key task of "doing a solid job in carbon peak and carbon neutralization" proposed in the2021 "government work report" in the highway construction industry.Since the 12 th Five Year Plan,China’s green highway pilot demonstration has achieved initial results,but its scale development is still insufficient,the regulatory policy system is not perfect,and the industry consciousness needs to be improved.In this context,this thesis studies the influencing factors of green highway construction and its incentive mechanism,mainly including the following contents :First of all,this thesis briefly describes the industry background that under the guidance of ecological civilization and green development concept in recent years,the field of highway construction will be transformed and upgraded in the direction of building green highway,but the process of green highway construction is slow,which further leads to the necessity and significance of this study.Then,on the basis of combing and analyzing the development process,current situation and related research results of green highway at home and abroad,this thesis discusses the definition and connotation characteristics of green highway in China.Secondly,it summarizes the research results of the influencing factors of sustainable infrastructure construction at home and abroad,and from the perspective of China’s green highway macro overall construction and micro typical cases,this thesis analyzes the possible construction influencing factors,and finally identifies the influencing factors of green highway construction from the perspective of literature and cases.At the same time,the original analysis data are obtained by questionnaire survey.On this basis,the reliability and validity of the scale are tested by exploratory factor analysis.Then,the structure equation model is established according to the theoretical relationship between the influencing factors to quantitatively analyze the mechanism of the influencing factors on the construction of green highway.The results of model analysis show that the perfection of regulatory policy system,the innovation ability of enterprise technology management and the orientation of cultural value are the two key factors that affect the construction of green highway.Finally,aiming at the two key factors of green highway construction,this thesis analyzes the game relationship between government departments and highway construction enterprises,establishes an evolutionary game model,and calculates the income of both sides and the stable point of the system.Then,the game relationship is simulated and the sensitivity of incentive variables is analyzed by using the system dynamics model,and the influence of the incentive policy implemented by the government on the behavior choice of construction enterprises is explored.The results of simulation model show that the initial probability and the corresponding critical probability of active strategy selection have great influence on the stable state of the game,and changing the value of incentive variable will change the value of critical probability,thus affecting the evolution state of the system.On the basis of the above conclusions,this thesis gives some suggestions on the design of incentive mechanism for green highway construction.
