| Carbon emission is an important factor affecting the greenhouse.Green buildings can effectively reduce carbon emissions.Since entering the 21 st century,China has been committed to promoting green buildings.Xinjiang is located in cold and severely cold areas, which is the largest province in China. The construction industry consumes more.To drive the development of green buildings,it has consistently implemented national policies, such as training and financial subsidies, and so on.But the development is still relatively slow.As quasi-public goods, green buildings have externalities and are more poorly promoted.Taking Urumqi as an example, studying the driving factors and proposing targeted incentive strategies is the prerequisite for driving green buildings’ development in this area.First, this research integrated five driving factors based on green building driving factors, incentive strategies or promotion mechanism, including policies and regulations, financial funds, market environment, science and technology education, and green attitudes.According to the previous researches, this paper made relevant assumptions, constructed an initial driving model, and explained each variable’s meaning.Based on Urumqi’s characteristics, and the motivational theory, this paper designed a questionnaire consisting of three parts: basic information, driving factors, and suggestions. This study collected online and offline data and tested reliability and validity. The result shows that the reliability of questionnaires is high. Then, using the driving structure and collected data, this research fitted the initial driving model and got the revised model. The relevance analysis shows that policies and regulations, financial funds, market environment, and science and technology education are significantly related to green attitudes. The path coefficients analysis shows that the policies and regulations are the critical path and nodes driving green attitudes for the whole and the construction industry, and the market environment is the critical path for other industries. The comprehensive effect analysis shows that the driving force of policies and regulations, market environment, science and technology education, and financial funds on green buildings are gradually reducing to get some main drive factors. Finally, considering the importance of complicated driving factors and combing the area’s current situation, this research used the theory of social responsibility and constructed the incentive framework to establish a tripartite game between local government, the construction industry, and consumers. This study proposed effective incentive strategies. The theoretical evolutionary game’s analysis of the stable equilibrium strategy fits the local condition. The simulation’s influence of four parameters on the evolutionary game, including excitation coefficient, and degree of social responsibility fulfillment shows that the local government can’t blindly give incentives, and the construction industry and consumers have to bear certain social responsibilities. The paper determined the three-party incentive intensity range to achieve the optimal evolutionary stability strategy. This research clarifies the driving model and the driving mechanism for better promoting green buildings’ development in Xinjiang taking Urumqi as an example. This study provides reference and theoretical guidance for local governments to formulate incentive strategies. To a certain extent, this paper can effectively drive the whole district’s green buildings from light green to deep green, and mobilize the enthusiasm of key stakeholders in the construction industry. |
