Study On Suitability Planning Strategies For Rural Revitalization In Zizhou County Of Northern Shaanxi Province

The strategy of " rural revitalization " was put forward by the Nineteenth Party Congress,which not only brings new directions and ideas for rural development,but also makes rural construction face higher requirements and new challenges.Zizhou County is located at the fragile area of Loess Plateau hilly region,which is characterized by natural ecological binding,dispersed rural space,unbalanced population outflow,unique agricultural economy,and so on.It has great practical importance to study the rural planning of Zizhou County.Based on these,this paper takes Zizhou County's conditional rural development as the research object,combines with the actual needs of Zizhou County's rural development,and explores a rural revitalization planning strategy that not only meets the requirements of rural revitalization goals,but also suits the rural development of Zizhou County.And it is the core of this paper to make the strategy more operational.Firstly,this paper begins with combing the current situation of rural construction development in Zizhou County,summarizes the typical characteristics of rural construction in Zizhou County and the main problems that restrict the development of rural construction;Based on the comparative analysis of different types of existing rural planning practices in Zizhou County,the shortcomings of existing rural planning from planning methods and rural development guidance are identified.The above is the core problem that this paper focuses on.Secondly,this paper summarizes and distills the policies related to rural revitalization such as the state,Shaanxi province and Yulin City,and the suitability content of the upper planning of Zizhou County to respond to rural revitalization,and clearly aims at the target requirements of rural planning methods and rural development.Based on the problem orientation and target requirements,this paper puts forward the comprehensive thinking and planning methods to optimize rural development in Zizhou County.We will further formulate the "1 +7" planning strategy for rural revitalization in Zizhou County,which includes integration of routes and policies,development of rich industries,improvement of living environment,improvement of service facilities,restoration of ecological backgrounds,quality improvement of basic management,beautification of villages and cultivation of civilized villages.And through the problem target dual orientation,public government dual participation,content items double convergence and guidelines menu double implementation of four types of easy to implement planning methods,to increase the implementation of planning strategies.Finally,taking Yangwan-Chuanyagen Village in Zizhou County as an example,this paper carried out an empirical study on the "4 + 8" planning method and planning strategy,and realized the feedback and application of the easy-to-implement planning method and suitable planning strategy in practice.
