Research On The Driving Factors And Incentive Path Of The Application Of Energy Performance Contract In Public Institution

Energy Performance Contract(EPC),as a market-based service mechanism that can effectively promote Energy conservation,has been widely used in many fields such as industry,construction and public facilities.In recent years,in order to achieve the foremost goal of green and low-carbon development,vigorously promote energy conservation and emission reduction in China.Since building energy consumption accounts for a large proportion in the total energy consumption,reducing building energy consumption and improving building energy management mode have become urgent problems to be solved in the process of promoting energy conservation and emission reduction.However,as the key body that cannot be ignored in the building energy conservation work of public institutions,the application of EPC mode in the field of building energy conservation of public institutions can not only effectively reduce building energy consumption,but also promote the development of energy conservation service industry,which plays an important role in the establishment of energy-saving institutions and green and low-carbon development in China.However,the application development of EPC mode in public institutions is relatively slow,and there are still problems such as lack of initiative of public institutions and lack of market development power.Therefore,it is urgent to stimulate the subjective initiative of public institutions to apply the EPC model.In this paper,the behavior evolution law and characteristics of public institutions’ application of EPC mode in building energy conservation renovation,as well as how to stimulate the establishment of public institutions’ behavioral initiative in the application of EPC mode based on this are the main research contents,so as to provide a useful reference for the long-term and effective development of EPC in China’s building energy efficiency renovation market.At present,many scholars have launched a number of studies,the environmental behavior of the individual but study institutions behavior slightly insufficient,therefore,the first through the literature review of related institutions decision-making and behavior paper summarizes related theories,the article theory basis.Then,the driving factors are identified based on the existing research in the field of personal behavior decision making and the practical application of EPC mode in public institutions,and the theoretical framework and research hypothesis of this paper are proposed based on this.Then,in the empirical phase,the design of public institutions EPC mode implementation of building energy conservation transformation behavior intention questionnaire,through the way of online questionnaires to collect research data,analyzing data reliability and validity by using SPSS software,again through the AMOS software to establish structural equation model,behavior with public institutions will drive path for validation.Finally,SPSS software was used to verify the mediating effect of behavioral intention and the moderating effect of external situational factors on behavioral intention to behavior.After the empirical results,in view of the main driving factors,on the basis of the EPC mode in public institutions,the application of different development stage,the design of incentive theory of public institutions the implementation of building energy conservation transformation of EPC mode paths,and three categories of public institutions incentive path,from the perspective of incentive subject,put forward the corresponding countermeasures and Suggestions.
