| Strategic emerging industries play a leading role in fostering new drivers of growth,developing new economies and occupying the commanding heights of the future for China and all regions.Since the concept of strategic emerging industries was put forward by the State Council,Henan Province has been continuously increasing the investment and support to emerging industries.From 2011 to 2019,the output value of the province’s strategic emerging industries has grown steadily at an annual rate of 10%-20%,the industrial scale has continued to expand,the innovation ability has been significantly improved,and the industrial clusters have made significant progress.During this period,the Xuzhou-Lanzhou high-speed rail,Beijing-Guangzhou high-speed rail,ZhengzhouTaiyuan high-speed rail,Zhengzhou-Chongqing high-speed rail and Zhengzhou-Fuyang high-speed rail have been put into operation,gradually improving the layout of Henan’s "meter-shaped" high-speed railway.The huge industrial chain of high-speed railway and its space-time compression and factor flow effect have a profound impact on the economic and industrial pattern of Henan Province,promoting the development and technological progress of high-end equipment manufacturing,new energy,new generation information technology and other industries.Based on previous studies by scholars and following the principle of high-speed railway economic and technological innovation development,this paper sorts out the mechanism of high-speed railway’s effect on the technological innovation level of strategic emerging industries and the correlation between Henan high-speed railway and its strategic emerging industries.Based on the panel data of Henan Province’s high-speed railway and strategic emerging industries from 2009 to 2019,this paper uses DID and two-stage DEA-Tobit research models to empirically analyze the impact of high-speed railway and its service intensity on technological innovation input,output,quality and efficiency of strategic emerging industries in Henan Province from a micro perspective.This paper examines the mediating effect of urban scientific and technological talents,financial development level,government behavior and other mechanisms,and analyzes the differences among different industries,the nature of enterprise property rights,and the level of urban economic development.The results show that :(1)The opening of high-speed railway and the increase of its opening frequency promote the technological innovation input and output of strategic emerging industries in Henan Province,and the effect does not have an expected effect,but the lag effect is obvious.The opening of high-speed railway has no effect on the technological innovation quality of emerging industries in Henan Province.The service intensity of high-speed railway has a significant positive correlation with the input,output and innovation quality of technological innovation.(2)In the process of the impact of high-speed railway on the technological innovation input and output of strategic emerging industries in Henan Province,urban scientific and technological talents,financial development level and government behavior play an intermediary role to varying degrees;(3)The opening of high-speed railway and the increase of its frequency have improved the comprehensive technical efficiency and scale technical efficiency of technological innovation of strategic emerging industries in Henan Province on the whole,but the improvement effect on the pure technological progress is not obvious;(4)At the industrial level,the opening of high-speed rail has promoted the technological innovation efficiency of the new-generation information technology,high-end equipment manufacturing,new energy and biological industries in Henan Province.By contrast,the new material industry in Henan Province shows the phenomenon of excessive innovation investment and insufficient output.(5)High-speed railway has a significant positive impact on the technological innovation efficiency of emerging industries in Henan Province controlled by the state,but has a weak impact on the technological innovation efficiency of emerging industries controlled by the private sector;(6)Increasing the opening frequency of highspeed railway can better promote the innovation input-output efficiency of emerging industries in the economically underdeveloped areas of Henan Province,and the higher the level of urban economic development,the stronger the positive effect of high-speed railway on the technological innovation efficiency of strategic emerging industries. |
