| In 2018,the total sales of China’s automotive industry declined for the first time in 28 years.Under the background of the industry downturn,SAIC Group is facing heavy encirclement and suppression from domestic and foreign automobile manufacturers.In order to meet the challenges of the industry and its competitors,SAIC decided to change its technology from "follower" to "leader".This paper hopes to quantify the current technological innovation intensity and input innovation factor table of SAIC Group through the existing data,and then evaluate the impact of input factors on technological innovation intensity through the model.This paper regards technological innovation achievement as a product,and the R&D cost,human capital and policy environment invested in technological innovation process are studied as factors of production.Under this premise,this paper chooses Cobb-Douglas production function,a classical macroeconomic model,as the theoretical model of empirical analysis,inquires the data of the above three factors over the years and imports them into the regression analysis,determines that the R&D cost and the number of technicians affect the elasticity of the patents obtained by SAIC Group,and also determines the margin of the factors.Output evaluation.It is concluded that in order to reduce the marginal effect of factor input of SAIC Group’s technological innovation,continuing to invest large-scale R&D costs and expanding technical personnel can not bring linear returns of technological innovation,but will lead to smaller and smaller marginal output.Therefore,we will focus on the internal and external institutional factors of SAIC.When the external system continues to improve,SAIC’s technological innovation intensity can be enhanced.If the related systems of capital use and employee management can be reformed and improved,the flexibility of R&D costs and the number of technicians to the impact of technological innovation activities will be increased.Appropriate policies can improve the current decline of marginal effect,or even reverse it to increase of marginal effect,which stimulates the scale effect of SAIC Group in technology research and development.Regarding the system reform,this paper mainly starts with the protection of intellectual property rights,the confirmation of human capital property rights,the rational allocation of resources and the reduction of transaction costs.The purpose is to solve the problems in the process of technological innovation,such as the lack of motivation for R&D in enterprises and academia,the low enthusiasm of R&D personnel and even the laziness of hitchhiking.For,R&D cost duplicate investment,R&D personnel,R&D team lack of professionalism and other prominent problems.After completing the empirical analysis,this paper studies and analyses the experience and cases accumulated by Japan,the United States and Germany in the past technological innovation.For Japan’s technological innovation experience,this paper mainly analyses how the government fosters national innovation awareness at the social and cultural level,longterm continuous transactions between automobile enterprises and suppliers,and the support provided by enterprises in the process of training employees’ innovation and transforming their innovative achievements.The experience of the United States is mainly from the perspective of constitutional reform,through the understanding and research of the famous Baidu Act,and gradually going deep into the discussion of the refinement of intellectual property rights recognition,it is concluded that the closer the refinement is to the inventor,the more able it is to eliminate the mismatch of resources caused by information asymmetry and complete the transformation of intellectual property achievements.。 The research on the transformation of intellectual property rights in Germany focuses more on the behavior of enterprises.The benefits of R&D activities carried out by enterprises through overseas branches mainly depend on the comparative advantages of engineers’ dividends and the geographical significance of knowledge spillover.At the same time,how government subsidies and tax rebates affect the research of enterprises.The development investment has been understood.It also expounds the situation that the basic theory research falls behind the United States and Japan because of the large proportion of R&D activities undertaken by enterprises.Finally,the article concludes that the technological innovation of SAIC needs to be improved from two aspects: one is the external policy environment of the enterprise;the other is that the policy environment of intellectual property protection is beneficial to SAIC’s technological innovation.The government can support the innovative activities of enterprises in both financial and monetary aspects.The confirmation of property rights of technological innovation needs to be refined.It is better to refine it to the inventor to eliminate the asymmetry of information.Enterprises,academic institutions and governments can confirm their economic rights and interests through venture capital.In order to create a suitable policy environment for SAIC Group to carry out technological innovation activities.Secondly,from the internal micro-research aspect of SAIC Group: through the confirmation of human capital,the enterprise clarifies the rights and obligations of employees,eliminating the situation of oversupply and laziness caused by information asymmetry.At the same time,through the linkage between government,industry and university,we can rationally allocate R&D investment and improve the efficiency of capital use.Finally,the employees can achieve a reasonable distribution on the transformation of innovative achievements,stimulate the motivation of technological innovation,and release the short-term institutional dividends. |
