Study On Low Efficiency Urban Land Use From The Perspective Of Ecological Carrying Capacity

Since the reform and opening up,China has been in a period of rapid economic development,and there is a strong demand for construction land resources.However,in the process of urbanization,"spreading big cakes" utilization mode has caused a lot of waste of land resources.Most of the construction land is converted from cultivated land.From the existing cultivated land quantity,quality,population growth rate and social and economic development needs,the situation of cultivated land protection in China is not optimistic.The policy of "balance of occupation and compensation" only ensures that the quantity of cultivated land remains unchanged,but cannot guarantee the quality of cultivated land,and the ecological environment has not been improved.Since the 18 th National Congress of the Communist Party of China,China has comprehensively "promoted the construction of ecological civilization",continuously strengthened the protection of cultivated land,controlled the planned targets of newly added construction land,and changed the urban development model from "incremental expansion" to "stock optimization".Based on ecological carrying capacity,the redevelopment of inefficient land will become the main content of stock optimization in the new urbanization construction.In this study,Yixing City,Jiangsu Province was taken as an example.By calculating the ecological carrying capacity of resources,it was found that the water resources carrying pressure in Yixing City was stable and the air quality was generally good.Although the fine weather value was higher than the constraint index,effective measures had been taken,and the value was steadily rising.However,the cultivated land resources in Yixing City are always lower than the limit value of carrying capacity,and are in an ecological deficit state.This study analyzes the current situation of inefficient land use in Yixing from three aspects:supply and demand,urban planning and historical legacy,aiming at the problems of high proportion of inefficient industrial land use,scattered spatial layout and complex property rights and stakeholders.This study suggests that the redevelopment of inefficient land use in Yixing should start with adjusting the industrial structure,increasing the intensity of land use and optimizing the spatial layout.According to the principle of "industrial agglomeration,enterprise concentration and land intensive",according to the town industry and planning orientation,we should develop advantageous industries,and propose to shut down substandard factories to improve the intensive and economical utilization level of land in industrial parks.Encourage the use of "returning from two to three" and "changing cages for birds" to ensure the land demand of emerging industrial projects.Eliminate paint,forging and other enterprises with overcapacity,serious pollution and high energy consumption,improve land output efficiency,and become a new economic growth point of cities.With the goal of "urbanization transformation and community resettlement",we will optimize the redevelopment mode and merge and develop scattered and adjacent plots.Concentrate industrial land such as manufacturing and storage land in industrial parks,and bring residential land closer to urban and rural communities to improve urban spatial agglomeration.The redevelopment of inefficient land can not only release a large amount of land space for upgrading and developing traditional industries,but also take advantage of the differential income of land to bring new vitality to enterprises,and "force" the structural adjustment and industrial upgrading of enterprises by reducing the increment of construction land.Guide "inferior" enterprises with high pollution and high energy consumption to move to suburbs or industrial parks from within cities,and supply the land with stock and location advantages to "high-quality" enterprises that conform to national development,high technology content,energy conservation and environmental protection.When the industry turns to the middle and high level,it can not only achieve the goal of "steady growth",but also promote the industrial transformation and upgrading and optimize the urban spatial layout.Low-efficiency land redevelopment can not only revitalize and release a large amount of construction land space to meet the development of cities,but also reduce the occupation of cultivated land,so as to protect the ecology and ensure the harmony and unity of development.
