With the rapid development of national "industry 4.0",high-end industries in Tianjin are developing rapidly.Various kinds of precision manufacturing industries,such as automobile manufacturing,semiconductor and fine chemical industry,have settled in Tianjin.These users have high requirements for power quality.In addition,Tianjin has many important users due to its special geographical location.Some power quality problems may lead to negative political impact.Therefore,in order to further improve the level of power supply service,reduce the risk of service management and optimize the company’s business process,it is necessary to study and construct the power quality control project of power supply enterprises.In this paper,according to the specific situation of the author’s workunit,the research on power quality management and control is carried out.Through literature analysis,comparative research,case study and other research methods,combined with power quality assessment theory and risk management theory,taking Tianjin Electric Power Company of State Grid as the research and analysis object,around power quality management and control,along the technical line of "discovering problems-analyzing problems-solving problems",the power quality management and control scheme is constructed.That is to analyze the demand and actual situation of power quality management and control in power grid planning,design,operation,equipment management and power consumption management;find out the relevance of power quality management and control work in each link;summarize the problems encountered in power quality management and control work in each link,find out the reasons,and finally give the overall power quality management and control scheme applicable to all working links of power supply enterprises.The power quality management and control scheme constructed in this paper fully considers the business characteristics of each professional link of the power supply enterprise,emphasizes the division of labor and cooperation of each link,and ultimately achieves better power quality management and control effect with as little management cost as possible.Firstly,in the stage of user access and network design and planning,we should fully consider the characteristics of users,give full play to the professional advantages of marketing,design and transportation inspection,and provide targeted services;secondly,in the process of equipment procurement and acceptance,we should follow the relevant standards and jointly design,operation and inspection and procurement professional links to eliminate hidden dangers in the budding state;thirdly,in the process of operation and maintenance,we should eliminate hidden dangers in the power quality.According to the monitoring data and conclusions,power quality lean management and control should be carried out jointly among dispatching,marketing and design specialties to minimize the service management risks caused by power quality problems.Fourthly,the safeguard mechanism for the implementation of power quality management and control schemes should be formulated,and the construction of multi-department collaborative management,process control and internal control system should be strengthened.Staff security,mechanism security and system security.Through the application of the author’s workunit,the effectiveness of the proposed scheme in the actual power quality management and control work is proved.
