Post-planning Evaluation Of Traditional Village Protection And Development Plan

Since the launch of traditional village protection in China in 2012,there have been five batches of 6,799 villages listed in the national “Chinese traditional village list”.However,with the work of large-scale selection and implementation,a series of problems have emerged.Various drawbacks and issues have been observed in application,documentation,planning and implementation.Traditional villages like those in Mangshi with relatively weak economic strength and low popularity are usually neglected in the selection.Consequently,the selection has done little to protect and promote their development.With an aim to facilitate the protection and development for those villages,it is necessary to conduct post-planning valuation of their planning and implementation work plans,and conduct a comprehensive review of existing planning and planning implementation which can rectify the mistakes existed in the planning in time so as to refine them and ensure the effective implementation of those plans.Firstly,with the instructions of the Notice on the Investigation of Traditional Villages in Some Areas issued by the Ministry of Housing and Urban-Rural Development,a large number of field investigations have been done to understand the status quo of the protection and development of traditional villages in Mangshi together with the deep-seated reasons behind the existing problems.Then,the post-planning evaluation is carried out to classify and compare the contents of the planning so as to conclude the individual and common problems in the planning of traditional villages in Mangshi.Next,the post-implementation evaluation is performed together with a comprehensive assessment and analysis of the implementation subject and the implementation object.By comparing the implementation of the plan for traditional villages in Mangshi,the specific reasons for the ineffective implementation of the planning and the practical problems occurred in the implementation have been analyzed.Finally,through the review of the issues existing in the planning and implementation,general recommendations of optimizing the planning mechanism,highlighting the government role,strengthening the implementation capability and exploring innovative models have been brought up to provide reference and enlightenment for the planning and implementation of such poorly-developed traditional village.
