| To build a transportation power,the maritime system struggles to promote high-quality development and optimize service levels,and is also facing greater challenges and pressures.Meanwhile,the MSA has further promoted the reform of "delegation and administration services",giving new requirements to post-event supervision,and counterparts have more requirements and expectations for maritime law enforcement capabilities and service levels.Under new situation,as an important part of maritime safety supervision,port state control should both focus on supervision and obey the requirements of the times to improve inspection levels and service quality,and improve PSC level to protect ship safety and preventing pollution,to increase the port clearance rate,and give play to China’s important role in the maritime field.Therefore,it is particularly important to make research on optimizing PSC level and administration from the view of public administration for playing the traditional advantages of PSC,and improve service capabilities.This study focus on PSC of T MSA,and analyzes the situation of administration of PSC.Based on the administration process theory,the paper designs questionnaire surveys through internal and external evaluation indicators to find problems in PSC,including PSC ex-post and post-event administration systems and service measures,PSC team building mechanism,and PSC information construction.With literature analysis and PSC administration experience home and abroad,administration suggestions for PSC were proposed,including improving administration efficiency and optimizing PSC administration system;strengthening human resource management and optimizing PSC team building mechanism;enriching administration methods and promoting PSC information technology construction,aiming to further improve the efficiency of PSC beforehand,and the quality of inspection during the matter,and optimization of post-service levels.In addition,hopefully this paper can provide ideas for further exerting the T MSA PSC technical advantages and service levels,and provide some references for the optimization of the administration of each port state control site,and assist the comprehensive improvement of safety supervision and public service level of national port state control. |
