| For Chinese international-engaged ships,China has been committed to take active maritime service measures,which was once considerd to be an active Flag State Implementation under the voluntary review mechanism of the International Maritime Organization.Although certain achievements have been achieved,with the development of the new situation,the work of serving Chinese international-engaged ships has gradually exposed new problems.For example,traditional service measures such as pre-departure inspections have shown a sluggish trend while shipping companies still need maritime support for ship safety management.In the reform context of streamline administration,delegate powers and improve regulation and services,it is of great theoretical and practical significance to study how to better serve Chinese international-engaged ships from the perspective of building a service-oriented government.This paper makes full use of the theory of service-oriented government,adopts research methods such as empirical analysis,investigation and research,and follows the logical main line of sorting out the status quo,analyzing problems,drawing lessons from enlightenment,and putting forward countermeasures,and deeply discusses the current issue of Tianjin Maritime Administration serving Chinese international-engaged ships,and finally find the path optimization direction.First of all,this paper sorted out regulations for the management of Chinese international-engaged ships,and clarified institutional trends including more strengthened credit management,risk management,and multi-dimensional management.Secondly,the paper made the empirical analysis of Tianjin Maritime Safety Administration serving Chinese international-engaged ships.Tianjin MSA adopted new and flexibile measures such as “medical examination” as well as interactive service for Chinese international-engaged ships,inorder to respond to the reform of the ship safety supervision model and in response to the vacant situation of pre-departure inspections.However,problems still existed,for example current system lag,insufficient legal basis,insufficient service capacity,and lack of systemic service initiatives,etc.The causes of the problems are analyzed from the perspective of shipping companies and maritime management authorities.Thirdly,the paper lists several advanced practices of maritime administrations and recognized orgnization in serving ship safety management.Experience and enlightenment in information construction,capacity building,and service facilitation are learned.Finally,the paper puts forward how Tianjin MSA can optimize the service of Chinese international-engaged ships,highlighting the comprehensive optimization from the aspects of service system,service subject,service content and service platform. |
