Jiangsu Maritime Regulation Fee Levy And Audit Risk Management

During these years,the levy of maritime fees faced many new difficulties because of the development of shipping business,the change of national policy and the revolution of maritime law enforcement model.The Jiangsu Maritime Bureau has changed their work about the levy of maritime fees,but it still has a gap between the level of some other costal bureaus.This paper refers to many academic publications on venture management,fees levy and service-oriented government,and advanced ideas and experiences of maritime fees levy all over the world.Based on the inspection of branch offices in the Jiangsu Maritime Bureau and combined with the author's experience of maritime fees levy,the risks of maritime fees levy under the current situation were analyzed form the perspective of public service,such as acquisition and auditing regulations don't adapt to the construction of a service-oriented maritime,fees collection and auditing is not adapt to the request of the diversification of public service supply,collection and auditing management is not in conformity with the new public service theory in the service function of government requirements,acquisition and inspection of law enforcement is not adapt to the request of the administrative procedure transparency and citizen participation in supervision,acquisition and auditing information construction and data acquisition and inspection application are not adapt to the requirement of e-government,acquisition and audit evaluation mechanism did not meet the requirements of performance evaluation of public service.By analyzing where the risks come from and learning form other successful methods,some solution of risks management has been proposed,like optimize the collection and administration system and the collection of auxiliary system,strengthen the collection and auditing and legal construction,strengthening the construction of collection and inspection participation main body,carry out fee checking and on-site inspection,collection and auditing management innovation.This paper,which analyzed maritime fees levy in Jiangsu fully,proposed some venture management advices on how to adjust the model of maritime fees levy,to meet the new request that created by the revolution of maritime supervision model.Hoping that Jiangsu Maritime Bureau could strengthen the sense of responsibility and increase the level of maritime fees levy,to contribute to the construction of China maritime.
