Shanghai Yangshan Deepwater Port Construction Period Maritime Support System Research

Yang Shan deep-draft port is an important part of Shanghai international shipping center, so it attracts worldwide attention whether the project could move forward fast, safely and steadily. The natural environment of the water area of Yang Shan deep-draft port is abominable. There are various construction ships, the environment of exchanging is complicated, and the safety susceptibility of the water areas is strong, so the difficulty in managing maritime affairs of the water areas and managing risk increase sharply. Domestic and international ripe maritime managing experience receives severe challenge in the water area of Yang Shan deep-draft port, it is needed urgently to set up maritime supporting system which is suitable to the need of maritime managing in the period of construction of Yang Shan deep-draft port.The construction of maritime support system during the period of constructing Yang Shan Deep-draft Port should reflect the security relations among personnel, ships and environments of transport system and working system underwater in this water area, should reflect the relation of each links, such as the construction unit of the port, the crew, ships, shipping company (project department), navigation environment, navigation insurance and so on. Also, it should reflect technological means and supervising ability of maritime supervising, and reflect the idea of people first and the interdynamic way and harmony between maritime service and supervising.The research of this dissertation is divided into five parts. Firstly, compare the domestic maritime system with international ones, and find out the main factors influencing the full exertion of maritime functions; Secondly, analyze the natural environments, navigation conditions, and characteristics of project construction both above and under water in Yang Shan Deep-draft Port, find out the difficulties in maritime management. By analysis of maritime accidents in 2003 in this water area,find out the main reasons of the accidents; Thirdly, considering the requirements of maritime management during the construction of the project, define the functions of maritime system, bring forward principles for design of maritime system, construct the framework of maritime support system during the project; Fourthly, elaborate maritime support VTS system, cruising and searching system, comprehensive service system during the project; Finally, bring forward measures and suggestions in construction of maritime support system, and offer ideas to governmental maritime departments to improve and upgrade the maritime management level in an all-round way.
