| In recent years, the strategic policy "constructing the new socialist countryside" has been implemented. It is an important measure to program a rational, scientific structure of rural plan for a guide and control of the process of the regulation and construction of village. However, because of the current wrong concept of the rural plan, there are a series of problem such as out control of village construction and loss characteristics of village. Finding the root reasons, the unrealistic planning and lack of villagers’participation in planning are basic reasons. Therefore, a rural plan schema with villagers’participation is needed to be set up.Research on Public participation in China is still in elementary stage."The participant development idea" is a representative. Due to our country’s vast territory and regional economic gap, the new countryside construction is pluralistic. Furthermore, rural plans need to be pluralistic. Therefore, on the background of constructing new socialist countryside, conducted by law and local guidelines documents of village development, there is a practical and guiding significance to establish a rural plan schema with villagers’participation, viewing from researching on characteristics of different areas and their villagers, and choosing the right way to participate and organize.On the basis of concept definition and document reviewing, this thesis begins with a theoretical discuss, then three typical villages are selected for case studies. Finally, a rural plan schema with different organizational systems is set up, by comparing natural, economic and social characteristics of different villages, and the villagers’recognition on rural plan and wiliness of participating planning. This thesis mainly consists of eight parts.In the first part, the background of research and research purposes are introduced, the basic concepts, research contents and research areas are expatiated. In addition, methods of investigation and the research line are presented.In the second part, the theoretical basis of this thesis are introduced; the current research results are reviewed, from home to abroad, from the city planning, the land use planning to the rural plan; research prospects of public participation in planning are elaborated in the end. In the third part, the current problem of rural plan are firstly analyzed; then the missing of mechanism of public participation in rural plan are discussed; further the stage of development of rural plan are analyzed; finally from macro and micro environment such as economic, social, institutional environment, the impact of the rural plan system are found.In the fourth part, the planning system is set up and the planning elements are clear firstly. Through the interactive relationship between factors and planning elements, a selectable rural plan schema is established, concluding organization subject, the process and contents of participation, the method and media of participation.In the fifth part, three representative villages (two from the southern of Jiangsu Province and one from the northern of Jiangsu province) are chosen. To research the characteristics of villages and villagers, this part studies the following questions:the basic conditions in different villages, the problems in each villages, the cognition and willingness expression of villagers to rural plans.In the sixth part, rural plan schemas of "Government-led and Villagers-paricipatd "and "Villagers-led" are established, based on the theory research and case studies.In the seventh part, reviewing and concluding the study, the institutional measures are put forward to safeguard villagers’participation in rural plan. |
