Research Of The Public Participation Of Small And Medium-sized Cities Master Planning’s Evaluating Implementation

By combing with the urban planning laws and regulations of China and analysisof public participation in urban planning, we learn the theory and practice of publicparticipation in order to elaborate it systematically which is in the implementationassessment of Small and medium-sized cities master planning. This paper do theresearch in the manner of analysis and learn. Firs of all, the paper studied the ScaifeDayton report、Defense planning theory、Ladder Theory of Public Participation andpublic participation of America、Germany、British、Canada, then draw lessons fromthem. Second, by combing the evaluation of public participation in ChongqingDianjiang integrated planning with the current situation, hanging on unceasingreflection, afterthought, and self-transcendence after the assessment report was done,all widely used in this paper. With reading interrelated documents again and make theassay of different factors, finally determined ten ways like Place on Internet,PublicAnnouncement,Public Ceremony,Booklet or Brochure,Public Display, Questionaire,Hotlines,Community Planning Commission,Planning Assistance and PlanningVolunteer Alliance Also, the innovation point of this paper introduced two ways likeNeighborhood Planning Commission and Planning Assistance, they all extends ourthought on innovation of Small and medium-sized cities masterl planning.
