After the outbreak of the great flood in 1998,China’s flood control work is still severe.In recent years,the frequency of mountain torrents is increasing year by year,which not only causes huge losses to the national economy,but also seriously threatens the safety of people’s lives and property.In order to improve the flood control and disaster resistance ability of our country,according to the instructions of the Ministry of water resources of the people’s Republic of China,the provincial water conservancy departments have actively responded in the province and carried out a number of automatic hydrological forecasting construction projects in their own territory.The construction project of automatic hydrological measurement and reporting of provincial reservoirs involves cities,counties,townships,villages and groups.It covers a wide range of areas,has many construction contents,short construction period,high professional requirements,and is vulnerable to force majeure and external factors.There are risks in the process of project construction.Project managers often only pay attention to the technical level of risk,and ignore the risk of each stage of project construction.In order to arouse the project managers’ attention to the risk in each stage of the project and improve the risk response ability,it is necessary to study the risk management in each stage of the automatic hydrological forecasting construction project.Based on the research of the current situation of risk management at home and abroad,this paper introduces the automatic hydrological measurement and Reporting Technology of reservoir in py area as the research object.The project is divided into project preparation phase,project start-up phase,project implementation phase and project completion phase by using work breakdown structure method.Through risk analysis of the whole period and each stage of the project,the risk factors of the construction project of automatic hydrological forecasting in py area are identified.According to the project risk index system,the risk evaluation model of the construction project of reservoir hydrological automatic survey and reporting in py area is constructed.The risk assessment of Py reservoir hydrological automatic survey and reporting construction project is carried out based on fuzzy analytic hierarchy process.The final results show that the risk degree of Py reservoir hydrological automatic measurement and reporting project is slight.Among them,the risk degree of the whole project cycle is slight,the risk degree of the preparation stage is serious,the risk degree of the start-up stage is general,the risk degree of the implementation stage is serious,and the risk degree of the completion stage is slight.According to the results of project evaluation,the paper puts forward the coping strategies and methods for the project risk factors.It is different from the previous analysis of the risk of automatic hydrological forecasting project from the technical point of view.Taking the construction project of automatic hydrological measurement and reporting in py area as an example,this paper analyzes the risk identification of the whole period and each stage of the project.The research method of risk management in this paper is relatively complete,which can be extended to similar hydrological automatic measurement and reporting construction projects to enhance and broaden the practicability and application field of project risk management.
