Study On Independent Assessment For Hydropower Project Resettlement

The independent assessment of resettlement for land expropriation in hydropower project construction is a complex and systematic work.It is an assessment of the restoration of the production and living standards of the migrants in the implementation stage of resettlement,the regional economic development status related to land expropriation and the implementation management,and is one of the guarantees for the smooth implementation of resettlement for hydropower project.At the same time,it is also one of the important bases for the completion acceptance of resettlement and the later support planning for resettlement of hydropower projects.With the continuous improvement of China’s immigration policy and legal system,the " Code for Independent Assessment for Hydropower Project Resettlement(NB/T 35096 — 2017)",issued by the National Energy Administration in 2017 marks the recommended industry standard for the independent assessment of the resettlement of hydropower projects.In this paper according to the industry standard to carry out the resettlement evaluation,on the basis of working practice,according to the actual problems in the assessment,further study of standard content,review and study a large amount of relevant literature,the index system,the information acquisition system research and the appendix relevant content,perfect the index system and the composition of the factor set,One by one,refinement,optimizing the various index information collection methods and content,to adjust the related content in the appendix,proposed revision opinions about the specification,and is verified using the empirical analysis method to study,in order to better promote the subsequent resettlement evaluation work,protect the legitimate rights and interests of migrants,promote the smooth implementation of the project.
