The Study On Influence Factors Evaluation In Reservoir Resettlement Income And Countermeasures Of Increasing Income

Since the founding of the China, the construction of hydropower projects has played a significant effect, but also produced a large number of reservoir resettlement, which may have a profound impact for the development of national economy and social stability. Income problem is a prominent problem in the economic and social life of resettlement, and has become an important factor restricting the economic and social development of the whole reservoir area and resettlement area. In order to promote the improvement of the income of resettlement, the state has formulated the policy system of the combination of the compensation and the post support, which greatly enhanced the support to the reservoir resettlement.In 2015, the country has proposed a target to build a moderately prosperous society and the strategy of "precision poverty alleviation". Based on the current policy background, combined with the income situation of reservoir resettlement, this paper will study the factors that affect the income of resettlement, and put forward the ideas and methods to promote resettlement become rich.Firstly, this paper analyzes the structure and characteristics of resettlement income based on domestic and foreign research status and field survey, and the economic and sociological theories of resettlement income, finds out the influencing factors and analyzes its influence mechanism, which is divided into six major categories, including national policy, production management, employment, human resources, infrastructure and regional environmental factors. Secondly, this paper establishes the evaluation method of influencing factors based on combination weighting, including the subjective and objective evaluation of the factors. The subjective weighting method using the improved analytic hierarchy process, and the objective weighting method based on the improved BP neural network model. This method has been used to evaluate the influence factors of the income of reservoir immigrants in Xing yang, Henan province. Finally, this paper puts forward measures from the ideas and methods to promote the increase of resettlement income. The ideas including establish support system of government led and social participation, carry on the "development resettlement" policy, and explore the "precision helping" mechanism. The methods mainly have six aspects, including consummate the immigration policy system, strengthen the infrastructure development, production development and human resources development of reservoir and resettlement areas, to create employment opportunities and optimize regional environment.
