Research On Social Benefit Evaluation Of Reservoir Resettlement Project Based On Analytic Hierarchy Process

In order to improve industrial and agricultural production and people’s living standards,China has continuously improved the construction of water conservancy and Hydropower facilities.In the process of reservoir construction,the immigration project is a sub-project with relatively large scale,multiple problems and long distances of migrant population,a wide range of population needs to be resettled and a large cost.Based on the perspective of auditing,this paper studies the social benefit evaluation of reservoir resettlement project,and explores a feasible performance evaluation model,which not only has the specificity for social evaluation of resettlement of water conservancy project,but also has the universality of performance audit of public works investment project.Based on the analysis of the current research situation at home and abroad,the "3E" theory of performance evaluation,the theory of efficiency and equity and the theory of sustainable development are adopted as the theoretical basis of performance evaluation.A set of indicators for social benefit evaluation of reservoir resettlement project is designed.When discussing the evaluation model of social benefit of reservoir resettlement project,the indicators are screened according to the evaluation indicators.Based on the characteristics of weight determination,evaluation criteria selection and result determination,a multi-criteria and multi-level comprehensive evaluation model named "3E1F" is put forward,and the economic,efficiency,effectiveness and fairness of the project are evaluated accordingly.The social benefit evaluation of resettlement of reservoir resettlement is carried out from three dimensions: the impact of the project on national economy,local government and the impact on the public.The weights of indicators at all levels are calculated by the subjective weighting method of analytic hierarchy process,and the success evaluation of the project is combined with the performance evaluation of the project.Method.Finally,XB Reservoir Resettlement Project is selected as an empirical study case,and the social benefit of the project is evaluated comprehensively by using the evaluation model mentioned above.The following conclusions are drawn:(1)Only by combining the impact on regional economy,local government and the public,can the social evaluation of reservoirproject be more comprehensive;(2)Migration is adopted.There are resettlement measures and compensation schemes in adapting to the living habits,religious beliefs and national unity of the aborigines,which can better avoid the negative emotions of the immigrant groups;(3)The evaluation model can adapt to other immigration projects.
