In recent years,with the continuous development of domestic economy and social undertakings,the construction industry has become a pillar industry of China’s economy.At the same time,with the gradual deepening of the reform of the project cost management system,as a new service industry in the construction industry,the project cost consulting has become an integral part of the construction industry,and has been unprecedented rapid development.At present,the engineering cost specialty has become a popular specialty in colleges and universities.The number of engineering cost consulting practitioners and the number of enterprises engaged in cost consulting services are on the rise,which inevitably leads to a mix of engineering cost consulting companies,uneven professional level,"affiliation",malicious low price bidding and other phenomena,which have become the norm of the industry It brings some adverse effects on the development of cost consulting industry.Based on the above background,how to guarantee and improve the quality of engineering cost consulting service has become an urgent problem faced by the construction industry.It is necessary to build a set of scientific and effective cost control ability evaluation system to evaluate the cost control level of engineering consulting enterprises and improve the quality of cost consulting service.First of all,through literature search and analysis,combined with the characteristics of the cost consulting industry,this paper initially selects the evaluation index of the cost control ability of the engineering consulting company,and finally obtains a relatively complete,scientific and reasonable evaluation index system of the cost control ability of the engineering consulting company based on the perspective of the owner through expert interview and questionnaire survey,including personnel management,work basis and on-site management Management,work quality and value-added services,a total of 40 evaluation indicators.Secondly,based on the evaluation index system of cost control ability of engineering consulting company from the perspective of owners,according to the characteristics of the index system,the paper constructs the evaluation model of cost control ability,and selects scientific and reasonable evaluation methods to evaluate the cost control ability of engineering consulting company.Finally,an engineering example is selected to demonstrate the evaluation model of cost control ability of engineering consulting company based on the perspective of owners,and to test the operability and reliability of the evaluation model in project practice.The evaluation index system and evaluation model of engineering consulting company’s cost control ability based on the owner’s perspective are constructed in this paper,which provides accurate focus for cost consulting enterprises to improve the cost control ability.According to the evaluation results,the implementation process of engineering cost consulting business is improved,the data of cost consulting results are collected,sorted and calculated,and a complete project cost consulting number is established According to the database,help enterprises effectively improve the quality of cost consulting services,enhance the industry competitiveness of engineering consulting companies.At the same time,it can also be used as the decision-making basis for project owners to investigate,evaluate and select consulting companies for cooperation.In addition,the paper hopes to provide the basis and reference for the construction functional authorities to formulate the relevant policies or standards of cost consulting service quality and strengthen the industry supervision,so as to promote the long-term sustainable and healthy development of the cost consulting industry.
