Urban Infrastructure Operation Management Research Under Low Carbon Target

On the basisment of city development,urban infrastructure construction is the important content of constructing urban competitiveness.With the sustained development of China's national economy and the sustained improvement of people's living standard,city residents on construction of urban infrastructure level and forward-thinking higher requirements are put forward.In this context,the future of our country's urban infrastructure construction and operation and so on each link all must carry out innovation and improvement of the model which will be better satisfied by the public.Along with the accelerated urbanization development on urban infrastructure construction operations management put forward higher requirements.Urban infrastructure development lags behind in China is one of the most significant problems in many urban development,it restricts the sustained,wholesome and steady development of the city.Therefore,to establish a scientific and efficient operating urban infrastructure construction and management system,is to accelerate the process of urban development and urbanization in our country is facing the urgent task.Municipal infrastructure is an important part of city system,the energy conservation and emissions reduction for the work of global emissions and urban sustainable development is of great significance.To municipal infrastructure operating system decomposition,including the ground public transportation,water supply,gas supply,road lighting,landscape lighting,sewage treatment,garbage disposal seven class project.This paper reviews in detail the public product theory and low-carbon urban management theory,etc,on the basis of interrelated theory,urban infrastructure construction of urban infrastructure construction in our country development course and current situation,put forward the low carbon operation management new concept of the urban infrastructure construction,built,including investment and financing,operation management,government regulation,routing management system,for the perfection of every link of operation mode put forward the countermeasures and Suggestions,and put forward based on implicit demand of urban infrastructure construction level evaluation index system and evaluation method.The research idea of this paper is: first of all,with past literature at home and abroad to understand the current situation of the reform of municipal infrastructure under low carbon targets,historical background,current position and development trend of the reform;Focuses on analyzing the low carbon city infrastructure reform the existing problems and reasons,for national low-carbon municipal infrastructure unit marketization reform of enlightenment;Second,to contemporary the some countries and regions outside of low-carbon municipal infrastructure marketization reform successful exploration practice in system analysis,understand the outside countries and the area of municipal infrastructure marketization reform advanced experience and the existing problems;Finally,combining with the reform practice of suzhou municipal infrastructure unit,describes the reform background,conditions and advantages and weaknesses;And the system of suzhou municipal infrastructure industry marketization reform progress(the achievements and the deficiencies);In the last part of the article combined with the problems existing in the reform of domestic municipal infrastructure,puts forward the municipal infrastructure marketization reform in our country faces new problems.
