Research On Risk Management Of Government Investment Water Conservancy Project

Government investment is a kind of investment behavior in which government is the main body to allocate resources directly.Project construction involves many departments,which has a huge impact on the operation of the macro economy.And it is concerned by the society.Government investment has always been an important driving force to promote China’s economic growth.In order to effectively ensure the smooth progress of key projects,it is of certain significance to carry out risk management for government investment projects.Water conservancy project is regarded as a branch of government investment project that has certain public property.It plays a decisive role in stabilizing social livelihood and can bring huge economic and social benefits.However,most water conservancy projects are characterized by large investment,long construction period,high difficulty and many risks,it adopts the pattern of government investment.Government departments are the project owner who coordinate the project construction work and run the risk of management method for the whole process of project construction.It can effectively identify and avoid the risk factors in the project construction,such as the lack of physique and capital.However,throughout the research results of the risk management discipline in China,there are still few theoretical studies on the risk management of government-invested projects,especially large water conservancy projects.The research depth is insufficient and the risk management theory is not perfect to guide the actual project construction.Therefore,it is necessary to further study the risk management of government investment projects and carry out risk identification,risk assessment and risk control accurately.This paper takes T reservoir and irrigated area project as the research object,analyzes the management mode of government investment project,and combines the research results of risk management at home and abroad,the risk identification of government-invested water conservancy projects is carried out from the aspects of policy system,social impact,economic cost,ecological environment protection,force majeure and so on.The hierarchical structure model of risk assessment was established,the identified risk factors were scientifically evaluated by Analytic Hierarchy Process(AHP),the risk weights of each index were sorted and classified,and suggestions on risk prevention and control were put forward according to the assessment results.
