Researchon The Operational Efficiency Of High-speed Rail And High-quality Development Of Regional Economy

The report of the 19 th National Congress of the Communist Party of China pointed out: "my country’s economy has shifted from a stage of rapid growth to a stage of high-quality development." In the new era,to advance the strategy of large-scale development of the western region,we must properly handle the relationship between large-scale development of the western region and high-quality economic development.As a part of social advance capital,high-speed railway plays a vital role in promoting the high-quality development of regional economy.This research takes six western provinces as the research object,researches the internal relationship between the high-speed rail operation efficiency and the high-quality development of the regional economy,and explores the coordinated development mechanism between the two.This study uses panel data from the six western provinces in 2015-2019,selects and constructs a synergistic comprehensive index system,uses the DEA collaborative development evaluation model to measure the operating efficiency of high-speed rail,and finds out the operational efficiency of high-speed rail in the western region at the emergence stage.Question,then evaluate the synergy between the development of high-speed rail and the high-quality development of the regional economy,study the problem of synergy between the two,and discuss the significance and realization path of improving the operational efficiency of high-speed rail to promote high-quality economic development.The evaluation results of the high-speed rail operation efficiency show that the high-speed rail operation efficiency in Guizhou,Guangxi and Yunnan provinces is in a state of high efficiency.The high-speed rail construction in Shaanxi and Chongqing has too large input elements and insufficient output.Sichuan Province is in a state of diminishing returns to scale.The results of the synergy comprehensive evaluation show that the lack of coordination between Chongqing and Yunnan’s high-speed rail development has led to the inability to form an effective coordinated development state with the high-quality regional economic development of the province.Sichuan Province is in a state of coordinated low-speed development and needs a breakthrough in economic development.The formation of a new growth pole breaks this balance.Guangxi,Guizhou and Shaanxi provinces have insufficient high-quality economic development,and the level of economic development has not matched the level of development of high-speed railways.Based on this,this research proposes the following policy recommendations.One is to strengthen the development of high-speed rail lines and optimize the network layout;the second is to improve the quality of high-speed railway development and promote coordinated development;the third is to promote technological innovation and achieve innovative development;the fourth is to increase people’s income and promote Consumption upgrade.
