Research On The Emergency Management Of Railway Public Security Emergencies

As the main artery of national economy,railway bears hundreds of millions of national property,life safety,and even more important responsibilities of freight and passenger transport.The reason why the train has become the most popular means of transportation for the public is that it has many points,long lines,low cost and high security.Therefore,it should be an important responsibility for the railway department to improve the ideological understanding of public security emergencies,enhance the level of emergency response,and establish a sound crisis management mechanism.Only by carefully studying the railway public security emergencies,improving the emergency response capacity,and realizing the"road land linkage" between government agencies and railway departments,can we give the first time and the first accurate response and cooperation in the event of an accident.Based on the current railway safety situation and social reality background,the present state and the challenge of public safety emergency management of railway were analyzed through books,comparison and precedent analysis.the information communication between the government and railway is not smooth,the accountability after the event is not strong,and public opinion management and control There are five problems:unscientific and lack of post event psychological construction.Then,through the real cases of public security emergencies in recent years,this paper analyzes the problems existing in the cooperation between the government agencies and the railway departments and the bottlenecks that need to be broken through.Starting from these five problems,it is concluded that "the analysis of the plan making departments is not comprehensive,it is difficult to balance the information disclosure and confidentiality,and the legal basis is not comprehensive The corresponding analysis results are imperfect,difficult to monitor negative information,and fail to realize the importance of psychological construction.Combined with relevant theories and practical cases,this paper expounds the five future development directions of "improving the content of emergency response plan,unblocking horizontal information channels,strengthening post event accountability,closely monitoring the public opinion of network and establishing psychological construction mechanism".Railway public security emergencies will not be completely eliminated,but can only be avoided as far as possible,reducing the number of incidents.However,at the time of occurrence,it is still hoped that through the joint efforts of government agencies and railway departments,the harm degree of public security emergencies will be minimized,and it is also committed to further improving the management system of railway public security emergencies through this article.
