Study On Problems And Countermeasures Of River Sand Mining Industry In Sichuan Province

River sand is a kind of mineral resources,which is widely used in the field of construction,and the market demand is great.At the same time,river sand plays an important role in maintaining river regime stability and protecting water ecological environment.With the social and economic development of Sichuan Province in recent years,the disorder of river sand mining industry in Sichuan Province is constantly emerging.During the special rectification period of water conservancy industry in Sichuan Province from 2018 to 2020,1514 disorder of river sand mining industry were investigated and rectified.At the same time,from the proposal of "to step up conservation of the Yangtze River and stop its over development" to the formal implementation of the Yangtze River Protection Law,the importance of water ecological environment protection is constantly increasing.How to better control the chaos of sand mining industry in Sichuan Province and deal with the balance between the natural resources and ecological environment of river sand has become a problem of great practical significance.This paper analyzes the governance of river sand mining industry in Sichuan Province,analyzes the governance system and the main measures.Through the analysis of relevant data,it is pointed out that there are some problems in the governance of river sand mining industry in Sichuan Province,such as the unsatisfactory governance effect,the insufficient supervision ability,and the poor effect on some new problems.Combined with the government governance theory and other related theories,it is further pointed out that the root causes of these problems lie in the single main body participating in the governance,the linear structure of bureaucracy,the imperfect governance system and the lagging development of governance tools.Based on the analysis of the domestic and foreign experience,combined with the requirements of the government governance theory and other related theories,this paper puts forward four suggestions for the governance of river sand mining industry in Sichuan Province,including introducing diversified governance subjects,exploring the construction of network governance structure,further improving and perfecting the governance system and continuously optimizing governance tools.
