In construction projects,procurement cost accounts for more than 60% of the total project cost.Controlling procurement cost is another way to create value for enterprises.Therefore,how to purchase the right materials for the project in the right time and at the right price has become a major issue faced by the enterprise procurement management.With the rapid development of information technology,information-based procurement can save enterprises a lot of human resources and procurement capital investment,shorten the procurement cycle,and promote the improvement of procurement management level.In this paper,company A,A large-scale state-owned construction enterprise,is selected as the object of study.It adopts the survey method to study the current situation of procurement management of the company,analyzes the problems existing in procurement management,determines the factors affecting procurement,and calculates the weight value of the factors influencing procurement with the analytic hierarchy process.Through the analysis of company A purchasing management factors,the factors that affect the purchase management of company A include internal organizational coordination,purchase cost,supplier management,purchase market and information,warehouse management,purchase cycle,purchase quality and the quality of procurement personnel,among which the purchase cost,supplier management and internal organizational coordination are the most critical.Factors affecting the analysis results,this paper tries to use information technology,to design data type value oriented business process system and output data sharing center,on the basis of the whole life cycle of building collaborative procurement platform,this mode to enhance company A’s internal and external collaborative,the control system for the procurement cost,create purchase value.The research shows that the application of the whole life cycle collaborative procurement platform can solve the problem of procurement coordination well,which is of great help to improve procurement efficiency and realize procurement value.It is suggested that construction enterprises can adopt this mode to carry out procurement activities.In the implementation of this procurement model,it is particularly necessary to attach importance to the construction of data-oriented business process system and value-output data sharing center,which are important guarantees for the synergy of informatization.In addition,the budget should be taken as the main line of control,and the accurate connection of procurement budget and procurement plan should be completed with the help of information platform,which is the key to whether collaborative procurement can play a role in controlling procurement cost.In order to ensure that the collaborative platform can play the expected effect,the study also put forward the implementation safeguard measures from the following four aspects:optimizing the procurement coordination organization,improve the information sharing and transmission mechanism,perfecting the supplier assessment system and strengthening the control of internal procurement activities.
