Smart city construction is a form of urban development derived from the coordination and solution of traditional urban problems,which conforms to the development of modern cities,and has the characteristics of wisdom and sustainability.Baotou is one of the pilot cities of smart cities in China.This paper studies the development of smart cities in Baotou,and provides advice and reference for the realization of the development goal of smart city construction in Baotou in the future.First of all,this paper summarizes the construction of smart city and summarizes the relevant theories.The development of smart city is divided into three systems: the economic development level of smart city,the social development level of smart city and the ecological development level of smart city.Baotou City and 24 eastern,central and western cities are selected as the research object,the development level of smart city construction is calculated by DEA model,and the total factor productivity of each subsystem of Baotou smart city is calculated by Malmquist model.The improved coupling model is used to analyze the coupling coordination degree,explore the coordinated development of each city,and put forward the countermeasures for the construction of Baotou smart city.The study shows that,on the whole,the economic and social development efficiency of the 25 smart cities is growing slowly at an average annual rate of 1.6% and 1%,respectively,and the ecological development efficiency is growing at an average annual rate of 4.5%.From the perspective of economic and social development efficiency,the average efficiency of eastern cities is higher than that of central and western cities,and that of provincial capitals is higher than that of prefecture-level cities;from the perspective of ecological development efficiency,the average efficiency of eastern and western cities is higher than that of central cities,and the average ecological efficiency of eastern cities’ subsystems has exceeded the western average level since 2018.In the smart city development efficiency of Baotou City,except for the optimal efficiency of ecological subsystem,the annual average development efficiency of economic subsystem and social subsystem is only 0.71 and 0.68,increasing at an average annual rate of 4.5% and 4.6%,respectively,which is much lower than the optimal state.In the calculation of total factor productivity of Baotou smart city,the total factor productivity of economic subsystem decreased at an average annual rate of 10.7% in the years studied,and the average annual growth rate of total factor productivity of social subsystem was only 0.25%.Only the total factor productivity of ecological subsystem shows an upward trend,which is related to the lack of technological innovation in Baotou smart city.Funds and talents are related to the low scale of urban information infrastructure construction.The efficiency of the smart city subsystem reflects the internal operation state of the smart city.In order to further understand the sustainable level of smart city construction and development,the three subsystems are coupled and analyzed.It is found that the coupling coordination degree of 25 cities in the east is better than the average.The coupling coordination degree of the three systems in Baotou is at a low level of development,but it is still in a slow improvement.The construction of smart city should pay attention to not only the development of subsystems but also the coordinated development of smart city.
