Research On The Reform And Management Of Incremental Distribution Business In Jiangsu Province

With the issuance of several opinions of the CPC Central Committee and the State Council on further deepening the reform of electric power system,China has gradually encouraged more and more social funds to enter the construction and reform of China’s electric power industry.The government proposed an institutional framework of "controlling the middle and opening up both sides",orderly opening up the price of electricity in competitive links other than transmission and distribution,orderly opening up the electricity distribution and selling business to private capital,and gradually integrating more links into the market concept.With the entry of social capital,the competition of electricity selling market will be intensified,and the power trading system will be gradually upgraded.As an important pilot area of incremental distribution business reform,Jiangsu province will also become an important development area of incremental distribution business.This thesis,mainly by the increment distribution project at the port of Suqian canal management as a case,leads the reform of the increment distribution business management of Jiangsu province.Though drawing lessons from foreign major developed countries and domestic parts of incremental distribution business management ways,and contrasting problems and the insufficiency of Jiangsu province increment distribution business management,this thesis gives us suggestions on the management of increment distribution business in Jiangsu province.This paper innovatively points out that the reform of incremental distribution business for the entire distribution business management reform is interrelated and interactive.With the increment driving the stock,from incremental management to the overall management of the stock,only in this way can we find out the real method to optimize incremental distribution business management and promote the development of the national distribution business industry.Compared with the previous studies,which started from the pilot project of open power units,the research perspective of this paper has switched to the transformation of management and operation mode.Only from a single supply to multiple complementary,can it really promote the development of each link in the whole distribution industry.This topic discussion is not only for theoretical research,but also to put the application of theoretical results into the real practice,so as to provide more abundant actual service better for the perspective of social and economic development.
