Research On The Role Of Government In Incremental Distribution Network Reform

The reform of the power system has always been related to the key reform of national energy security and economic development.Before the first round of electric power reform started in our country,the original power system in China,which was directly managed by the Ministry of Power and was managed by National Power Company,adopted the integrated management and operation mode of power generation,transmission,substation,distribution and sale.After the first round of electric power reform was launched in 2002,the reform is gradually deepening in the direction of separating government from enterprises,government from supervisors,power plants from power grids,and main and auxiliary industries of electric power.Although the first round of electric power reform has achieved the basic goal,there are still some problems in market-oriented construction,price mechanism and so on.In March 2015,in view of the incomplete part of the first round of reform in the electric power industry,the Central Committee of the Communist Party of China issued "Several Opinions on Further Deepening the Reform of the Electric Power System" and six supporting policy documents,announcing the formal start of a new round of reform of the electric power system,in which incremental distribution network reform is the most important task of the new round of reform.Incremental distribution network reform is a deep-seated reform that really touches benefits.The HulunBuir Economic and Technological Development Zone is one of the first pilot projects of incremental distribution network reform.Local governments,grid enterprises and newly established distribution enterprises are all involved in the reform while exploring the direction of reform and development.The effect of government departments directly affects the reform process.Therefore,it is very helpful for the future incremental distribution network reform and even for the new round of power system reform to explore the problems of the government’s rolein theory and practice since the implementation of the incremental distribution network reform in Hulunbeir Economic Development Zone from the perspective of public management,and to put forward problems and research problems for the specific situation.The author collects and collates the domestic and foreign laws and regulations and research data,exchanges with Hulunbeir Economic Development Zone and the State Grid Inner Mongolia Eastern Power Company and other relevant pilot units.Then combined with the practice of the pilot project,the author actively carried out the research work and completed the writing of this paper.Based on the theories of new public management and government regulation,this paper analyses the role of the government in the incremental distribution network reform of Hulunbeier Economic Development Zone,studies the problems of the government’s role in the reform from the theoretical level,and puts forward some countermeasures and suggestions to solve problems in the reform that such as low degree of mercerization according to boundary crossing of government role,deviation in the Implementation of Local Government Policies,dislocation of government supervision function,restriction of reform caused by competition between government and enterprise for benefits,and so on.
