In recent years,in order to further promote the power market,China has carried out a new round of power system reform.The new power reform encourages social capital to participate in the incremental power distribution business on the power distribution side.This article is based on the relevant policy documents and the current development situation of the incremental distribution network.Based on the load analysis,planning investment,and market competition processes,a series of research work on the differentiation mechanism of incremental power distribution users and the planning decision competition to adapt to the incremental power distribution market were conducted.This article first analyzes the development and characteristics of the incremental distribution network.Based on the process of the incremental distribution project,that is,planning,investment construction,operation management,and investment competition,it sorts out the relevant requirements and analyzes the differentiation of the incremental distribution park.Features.Based on the background of the release of incremental power distribution services,the user load of the incremental power distribution network is analyzed from the perspective of load types in the park and the demand elasticity of user loads in the park.Inputs to investment research models for incremental distribution network planning.In view of the difference in load characteristics in the park,this paper proposes a load clustering method based on dynamic time regularization.The example proves that the load fluctuations of users will affect the operation status of the power grid.Therefore,the subsequent planning investment of the incremental distribution network needs to take into account the changes in user loads.After considering the difference in the user load in the park,this paper establishes a new planning investment model for incremental distribution networks for the liberalization of incremental distribution business and the reform of transmission and distribution prices.The traditional distribution network planning model considers the transmission and distribution prices.Financial factors under reform and the distribution price as a decision variable.The model solution decouples the grid planning part from the distribution price decision part and proposes a genetic algorithm based on the minimum tree.The calculation example is based on the analysis of the user load in the area to be planned,and the bidding planning schemes of different incremental power distribution investment entities are further obtained,which has engineering practicability.Based on the planning investment decision model,this article further considers the competition game with other bidding owners,that is,considers the market game competition based on the original planning model,proposes a bidding game model for the investment subject of the incremental power distribution project,and makes a case study.To get the quotation decision of each subject in the market.
