Abstract/Summary:
In the current situation of accelerating the reform of the national power system,the incremental power distribution pilot project has become a more important means and method to promote the "power reform",and it is also the focus of the country’s current round of power reform.The development of the incremental power distribution network pilot project can break the monopoly of power grid companies and further explore the diversification of user-side power services.This allows users to enjoy relatively affordable power energy and better value-added services for power supply and distribution.In this case,in view of the difficulties in the current incremental distribution network planning process,this paper studies the optimization of the incremental distribution network planning scheme considering the microgrid under the background of the new power reform,and further improves the selection of planned incremental distribution The objectivity and scientific nature of the pilot project reduced project risks.This paper first studies the current situation of the planning and evaluation methods of the microgrid and incremental power distribution pilot project.According to the characteristics of the incremental power distribution network pilot project under the configuration of the microgrid,the evaluation index for the incremental distribution network planning under the background of the new power reform is established.System,and established an incremental distribution network evaluation model based on combined weighting to improve TOPSIS.This paper establishes an evaluation system for incremental distribution network planning through four indicator dimensions.The four evaluation system indicators are: environmental friendliness,construction economy,operational efficiency,and development adaptability.The evaluation system indicators are also in power grid planning.The most important evaluation index and the grid ultimately need to reach the level.Secondly,after a more thorough analysis and evaluation index weighting,finally adopted the subjective and objective combination weighting method that combines the Delphi-AHP method and the weighting method.This weighting method not only allows the evaluation index weight to reflect the subjective preference of experts and scholars,but also reflects the objective difference between the various project planning schemes.Therefore,the method of improving the weights of the TOPSIS model using the subjective and objective combination weighting method establishes an evaluation method for incremental distribution network project planning.Multi-factors and multi-scenarios form a judgment matrix,calculate weight values,and better distinguish the importance of various indicators and decision support accuracy,and provide a more scientific and objective basis for incremental distribution network planning and decision-making.Finally,after analyzing and summarizing the optimal principles,influencing factors,and risk factors of incremental distribution network planning under the background of the new power reform,the incremental distribution network project of Yushen Qingshui Industrial Park in Yulin,Shaanxi is analyzed,and the actual situation of Gansu Province is further improved.Analyze the data of the planned incremental power distribution pilot project of the Lanzhou New District Vocational Education Park,and obtain the data of the subjective weight determination method(AHP),the objective weight determination method(variation coefficient method),and the combination weighting method.After comparing the importance of the evaluation indicators,it is found that only the combination weighting method is relatively satisfactory,which verifies that the incremental distribution network investment risk assessment based on the combination weighting improvement TOPSIS(attribute weight information is known)is a multi-attribute decision-making problem.Compared with traditional analysis methods,this method has the advantages of stability and consistency in decision-making.
