| Local government investment and financing platforms are a special product of China’s political economy and have played a pivotal role in my country’s urbanization process.Local government investment and financing platforms have become an irreplaceable force in alleviating government funding problems and leading urban construction,but they have also caused excessive growth in the scale of government debt and high costs.At the same time,due to the emergence of a modern enterprise management model on the platform,the imperfect operating system,and the low level of operation,the chances of risk becoming even greater.At the two sessions held in 2020,Li Keqiang once again proposed to "enhance the effectiveness of state-owned and state-owned enterprise reforms." Therefore,as a government investment and financing platform that plays an important role in supporting the local economy,how to transform into a fully market-oriented,self-financing,and completely independent Local state-owned enterprises have become a problem that must be considered.In this paper,aiming at the development situation of PDS Development Investment Holding Group Co.,Ltd.and the actual needs of transformation,it adopts literature research method,SWOT analysis method and other methods,based on the problem-solving model.Taking the company’s current development situation as a starting point,after field visits,research and collection of relevant information,the main problems at the current stage and the internal and external causes of the problems have been explored.After studying the internal and external environment of the company through SWOT,the corresponding transformation and development plan was given,and corresponding safeguard measures were given.The study concludes that the transformation of PDS companies should start from the perspectives of business model transformation,financing capacity improvement,asset management optimization,and risk control.The four major measures of policy and financial resources,management system,talent team and corporate culture should be used as safeguard measures.,So as to provide a useful reference for the transformation and development of PDS Development Investment Holding Group Co.,Ltd.and other local government financing platforms under the new situation. |
